Seel Decorum Marietta Beck, 5426 Hodiamont Avenue, reported that not much had changed in Ward 4. She stated that there were more cars parking at 5446 Hodiamont Avenue than she reported at the last meeting, andi now commercial trucks havel been seen parking on the: street. Ms. Beck also reported that at 5458 Hodiamont Avenue, there were four (4) vehicles parked at the vacant property. Ms. Beck stated that the property on Garesche Avenue still has trash on the property. She commented thats she didi not understand howt the City could begin building a new City Center when Capt. Mann stated thatt the vehicle that was] parked on the property had been moved. Hei informed Ms. Beck that once the vehicle is moved, it resets the clock. Ifit was to be parked back on the property, the: reporting process would havet tol begin again. Capt. Mann promised that the property on Garesche Avenue with trash on its lawn would be monitored and he would follow up on the Schona McClellon, Director of Housing, stated that 5446 Hodiamont Avenue was in the system and! had been reported to the Policel Department. Shei informed Ms. Beck that the City would need an administrative warrant tol havet the vehicle removed. Schona reported that at 5458. Janet Avenue, witht the vehicle parked on thej property was onj private property and an administrative warrant was not applicable. Sam Alton, City Attorney, stated that the Prosecuting Attorney would have to approve the warrant, and the Judge could sign off on it. He informed the City Council that administrative warrants are typically used for more serious offenses, and in very rare cases they David Green, 8630 Clifton Avenue, requested that the City Council meetings return to in-person sessions. He informed the City Council that the. Jennings School District has resumed in-person meetings. He stated that his request was sO that senior residents would be able to attend. Mayor Austin stated thats she was still considering the COVID-19 case rates and must continue to observe social distancing. She stated that the Jennings School District meets in the gymnasium, whichi is much larger than City facilities. Mayor Austin stated that the City Council meetings could not be Kellye. Still, 2625Aviei Drive, reported that Aviel Drivel has become ai raceway for speeding drivers and semi-trailer trucks, who disregard the stop sign at Aviel Drive and Sunbury Avenue. She stated that when she called to report the issue to the Police Department, she was told that there was Capt. Mann stated that he was aware of the disregard of the speed limits by drivers, and iti is a safety issue when vehicles take offduring traffic stops. Mann reported that aggravated assault with a firearm was down 39 percent from the previous year, robbery with a firearm was down 22 percent, and burglary down 31 percent from thej previous year. Capt. Manni informed the public that as November approached, there will likely be more crime because kids were out of Councilman Stichnote reported that on the corner of Clifton Drive and McLaran Avenue, there werel larget trucks parked ont thes streett that! have moved from previously reported Janet Avenue. He Councilman Stichnote announced that the City's 75th Anniversary and Groundbreaking event Councilwoman Fountain Henderson stated that Missouri American Water Company did al lot of repairs on St. Cyr Drive. They were no longer doing work and she requested that they be Councilwoman: Fountain Henderson stated that the. Jennings School District had distributed over 100 turkeys during their giveaway, in conjunction with TIAA Bank. She stated that the Demetrious Johnson Foundation also hosted a turkey giveaway from his building. Councilwoman Fountain Henderson also reported that Lt. Col. Doyle distributed ten (10) turkeys, three of which went to Capt. She reported that at 2504 Shannon Avenue there was a white car parked on the front lawn. She also Councilwoman Fountain Henderson asked the public to spread awareness of the American Rescue Plan Act (ARPA) funds. She requested better communication with the residents about Councilwoman Fountain Henderson reported that there would be a memorial service for a Jennings student who passed away on December 5, 2021, at 10 a.m., at Jennings Senior High Councilwoman Fountain Henderson requested that the marquee on Lucas and Hunt Road be adjusted with better background color used toi make it easier for drivers to read. She stated that if the Jennings Civic Center could host Senior Bingo in person, then the City Council meetings could be hosted in person. She reminded the public that Jennings School District was out all week for the Thanksgiving holiday, sO they must drive safely. Councilwoman Fountain Henderson asked Capt. Hes stated that access tol healthcare was so important and he was grateful to have the health center int the City ofJ Jennings. He stated thati it was the first sitel by the company that was locatedi inl North Councilman Wilson reported that North County Community Development also distributed turkeys to. Jennings and other North County communities. He stated that thei recreational center was started by family and financed by family, yeti now operates off donations that arei received from across St. Louis County. The work that was done by North County Community Development was tol benefit thel North County community, especially. Jennings. He was thankful that the organization made its Councilman Wilson reported that onl Monday, November 29, 2021, at 6:30 pm, Ward2 2 would host avirtual town hall meeting. He stated that the information shared at the town hall meeting would include updates from the Jennings School District Superintendent, and Lt. Jones will give an update ont the Xograph. The town hall meeting would act as ai forum to discuss the use of the ARPA funds, and he welcomed other Jennings residents to join the discussion. Councilman Wilson stated that the council members have allocated approximately 30-35 minutes for feedback from residents. Councilman Wilson recognized the Youth Commission and Recreation Department for the Trunk or Treat event. He commented thati it was good tos see other council people make an appearance at Councilman Johnson reported that there was a Ward 3 meeting on November 13, 2021, held in-person and virtually. Councilman Johnson stated that there was a larger turn out of kids Councilman Johnson reported that hel had the opportunity to speak at Washington University to Councilman Johnson: reported thatl he attended thel November 4 Ward 41 town] hall meeting, where Councilman Johnson requested that public meeting notices go out earlier than 24 hours in advance, sO council members and the public could prepare or attend the meetings. Hei requested that every committee meeting invitation should be sent to all council members. Councilman Johnson also requested that the City Council meetings return toi in-person sessions. Hes statedt that hei requested att the October City Council meeting that aj police oversight committee bei formed, although there was a committee that discusses public safety. He reported that there was a Public Safety Committee meeting that was held and requested that the next meeting discussing public safety not be held at 1 p.m. Councilman Johnson commented that most members oft the public cannot attend at that time and there was no council representation at the Councilman Johnson stated that on the City's financial report, the Jennings Special Tax District received $34, which he believed should look more like $7,000 in revenue. He stated that there was no meeting with that committee in 2021 and requested a report regarding that tax revenue fund. Councilman Johnson suggested that the council members be invited to the meetings and Councilman Johnson asked if the forgivable loan terms that were discussed at the October Councilman Johnson: read aloud the City'sa audit financial statements. He expressed concern over the handling of federally awarded funds. He requested that the position of Finance Director be pursued harder and requested an additional human resources staff member bel hired part-time. Councilwoman. Eichelberger reported that the Ward 3 meeting was onl November 13, 2021, and thanked Capt. Mann andI Dr. Knight for their attendance. She statedt that Councilwoman Fountain Henderson also attended thej productive meeting. She stated that Capt. Mann shared information Councilwoman Eichelberger reported that the situations with rotting vegetation and tree limbs on Osborn Avenue were addressed without issue. She also reported that on the 7000 and 7100 blocks ofTheodore Avenue there arel houses with excessive amounts of furniture out front and trash across the lawn and curb. She stated that she attempted to stop by in that area, but a dangerous dog was roaming around. Councilwoman Eichelberger reached out to St. Louis County Animal Control, and they provided her a form that she shared: in the chat. Councilwoman Eichelberger requested an account of the City's combined revenue and expense Councilwoman Eichelberger announced that some dress attire items were donated for men, if anyone was in need to contact her. She stated that other donations are coming that must have Councilwoman Clower requested that the pothole on Helen Avenue and Harney Avenue be filled. Vince commented that he was waiting to hear back from Missouri American Water. She requested that thej pothole on Hodiamont Avenue with ai metal plate also be filled. Vince stated that he will be coordinating with the Building Department toi rectify that pothole. Councilwoman Clower requested that thet treel branches at a vacant property on Garesche. Avenue between Helen Avenue and Hodiamont Avenue be removed. Tree branches are there and the removal will help toj prevent trash dumping from continuing to occur. Shes stated that residents were displeased that money would not be returned to the ward to be used for demolition and grass Councilwoman Clower stated that the City of. Jennings was a third-class city. She stated that according to states statutes, the mayor only votes when there was a tie at City Council meetings. She asked whyt the survey: regarding the ARPA funds was distributed when the City Council was not consulted about the survey. Councilwoman Clower requested that there be aj public hearing Councilman Turner reported that] he attended thei ribbon-cutting ceremony at Oak Street Health center. He stated that the healthcare establishment coming to. Jennings was a sign that progress was happening. He encouraged residents to think about what they desired to see ini their community. Sam Alton addressed the comment made by Councilwoman Clower that the. ARPA survey must come to the City Council. He informed the City Council that the mayor is thej presiding officer according to the. Jennings Code of Ordinances. The mayor is not obligated, under that code or the third-class statutes, to consult with the City Council regarding asking for resident feedback. Mayor Austin thanked the City department heads. She stated that the human resources staffh have been working diligently to post job openings and that they were being circulated in many Mayor Austin congratulated Deletra Hudson, City Clerk, for her certification as a Missouri Mayor Austin shared that senior resident, Howard Shelton, was killed in a hit and run on Halls Ferry Road and Shadydale Drive. Shei reminded the public tos slow down when driving. Mayor. Austin stated that as Councilman Stichnote mentioned, there were 2,400 trout depositedi in thel lake at Koeneman Park on November 4, 2021. She spoke with a fisherman who came from Hillsboro to visit the park. Mayor Austin stated that people come from all over Missouri to fish at Mayor Austin announced that Oak Street Health center was proud to be in the City of Jennings Mayor Austin stated the Recreation Department hosts the Neighborhood Watch meetings and the Recreation Department team does assist senior residents with registering and signing on the Zoom meetings online or to help them join via telephone. Mayor Austin thanked Willie and the Recreation Department for assisting thes senior residents. Mayor Austin also reminded thej public that Verna Charles, Mayor's Assistant, was also available tol help the public join the meetings. Mayor Austin reported that thet total. Thus far, the City of Jennings She thanked the multiple organizations for their donations for Thanksgiving, and the Jennings School District for providing food boxes to the community. Mayor Austin also thanked the Urban League for food boxes, North County Community Development for distributing turkeys, and Mayor Austin also thanked the emergency management team, Councilman and Mayor Pro Tem Terry Wilson, City Clerk, Police Department, and Fire Department for coming together. She announced that the City completed its application for the Brownfield Grant in August 2021 for funding to clean upt thes site. In September 2021, the City received approval fort the cleanup ofitems in the building. Mayor Austin reported that fencing was placed in the front and back of the property, and security and police officers were patrolling the areat tol keep: folks out oft thel building. Mayor Austin thanked Willie and thel Recreation Department staff for the vaccine and COVID-19 vaccinel booster clinic from' Visionary Vaccination & Health Services and St. Louis County, which was open to1 residents and City staff, and St. Peters Church for providing flus shots. Mayor Austin thanked Capt. Mann for creating the community Ring security camera program. She explained how the program worked. Kellie Shelton, Economic Development Coordinator, stated that she prepared the report and received feedback from the Building Department and Economic Development Consultant. Councilman Johnson asked if she was involved in all processes of economic development projects in the City of Fountain Henderson opposed. Jennings. The committee discussed thei report from thel Public Safety Director, Lt. Pervis Jones, on the Xograph Warehouse fire and the security of thel building. Public Works & Building Committee - Councilwoman Clower reported that there was a meeting on Wednesday, November 17, 2021. She stated that the committee entertained an open discussion ofs speed bumps and resident complaints of too many speed bumps on Cozens Avenue. The committeei requested a survey be completed for speed bumps and discussed potential damage to the street in removing the speed bumps. The committee will explore possible solutions that would need the number of speed bumps tol be discussed for removal. The committee resolved to The committee discussed the community garden and spreading the word through avenues like the City newsletter. Councilwoman Clower stated that the contracting of grass cutting services was also discussed and an action plan requested for the lots in multiple wards to be addressed. Policy and Ordinance Committee Councilman Turner reported that there was a meeting on Wednesday, November 10, 2021, at 5:01 p.m. The committee discussed the COVID-19 and face- covering ordinance adopting the staff policy to the City Council for approval. The committee discussed the approval of the City Pandemic Preparedness Policy tot the City Council for approval. 5. Municipal League- - Councilman Wilson reported that there was a Board ofl Directors meeting discussing the St. Louis County Use Tax, which was previously voted on three years ago. He commented thatt there was a common: misunderstanding of the Use' Tax. He explained the meaning ofthet tax whichi referred to online purchases made within specific municipalities. He stated that it was in the City's besti interest, and it should be considered to be on the ballot again. Councilman Wilson stated the close of candidate filing and proposition filing was December 28, 2021. He 6. Planning Commission - Councilman Johnson reported that there was ai meeting on' Thursday, November 4, 2021.
