Those present were Brian T. Foley, Mayor; Robert Auwaerter, Councilmember and. James Altieri, Councilmember. Also present were. James Harpring, Town Manager, Heather Christmas, Deputy Town Manager/Town Treasurer, Peter Sweeney, Town Attorney and. Janice C. Rutan, Town Clerk. 1. Call to Order a. Invocation b. Pledge of Allegiance C. Roll Call Mayor Foley called the meeting to order at 5:01 p.m. Mayor Foley led all in the Pledge of Allegiance. The Town Clerk called the roll. Those present were Brian T. Foley, Mayor; Robert Auwaerter, Councilmember and James Altieri, Councilmember. It was noted for the record that a quorum was present. 2. Discussion of Tentative Millage Rate and Budget Mayor Foley read the following into the record. $1,000 for the Fiscal Year 2023-2024. a. The Town of Indian River Shores tentatively proposes an aggregate millage rate of 1.3349 per b. The tentative millage rate of1.3349 is necessary to fund the expenses included in the budget and The 2023-2024 tentative General Fund budget is $8,845,576 whichi is 12.69% higher than last year. is 12.25% higher than the rolled-back rate of 1.1892. d. The other funds in the 2023-2024 budget are tentatively set as follows: 1) Roads and Offsite Drainage Fund of $129,112; and 3) Planning, Zoning and Building Fund of $998,865. 2) ARPA Fund of $654,190; and 3. Receipt of Public Comment There was no public present for Public Comment. 4. Adoption a. Proposed Resolution 23-14 for Adoption of the Tentative Millage Rate: A RESOLUTION OF THE TOWN OF INDIAN RIVER SHORES, FLORIDA, ADOPTING THE TENTATIVE LEVY OF AD VALOREM TAXES OF 1.3349 MILS FOR FISCAL YEAR 2023-2024; PROVIDING FOR FUNDING OPERATING EXPENSES DURING FISCAL YEAR 2023-2024; AND PROVIDING FOR AN EFFECTIVE DATE. The title was read by Attorney Sweeney. There being no public comment, a motion was made by Councilmember Auwaerter and seconded by Councilmember Altieri to pass Resolution 23-14. The Town Clerk called the roll. All members present voted in the affirmative. The motion passed 3-0. Pagelof2 b. Proposed Resolution 23-15 for the Adoption of the Tentative Budget: A RESOLUTION OF THE TOWN OF INDIAN RIVER SHORES, FLORIDA, ADOPTING THE TENTATIVE BUDGET FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2023, AND ENDING SEPTEMBER 30, 2024; AND PROVIDING FOR AN EFFECTIVE DATE. The title was read by Attorney Sweeney. There being no public comment, a motion was made by Councilmember Auwaerter and seconded by Councilmember Altieri to pass Resolution 23-15. The Town Clerk called the roll. All members present voted in the affirmative. The motion passed 3-0. F First Reading: Ordinance No. 566 AN ORDINANCE OF THE TOWN OF INDIAN RIVER SHORES, FLORIDA, TO ADOPT THE FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM 2024-2028 AS PART OF THE TOWN'S COMPREHENSIVE PLAN IN ACCORDANCE WITH MANDATES SET FORTH IN CHAPTER 163, FLORIDA STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE. The title was read by Attorney Sweeney. There being no public comment, a motion was made by Councilmember Auwaerter and seconded by Councilmember Altieri to pass Ordinance No. 566 on first reading.
