Those present were Brian T. Foley, Mayor; Sam Carroll, Vice Mayor; Robert Auwaerter, Councilmember and James Altieri, Councilmember. Also present were James Harpring, Town Manager, Heather Christmas, Deputy Town Manager/fownTreasure, Peter Sweeney, Town Attorney and. Janice C. Rutan, Town Clerk. 1. Call to Order a. Invocation b. Pledge of Allegiance C. Roll Call Allegiance. Mayor Foley called the meeting to order at 5:01 p.m. Mayor Foley waived the Invocation and Pledge of The Town Clerk called the roll. Those present were BrianT. Foley, Mayor; Sam Carroll, Vice Mayor; Robert Auwaerter, Councilmember and. James Altieri, Councimember. Councilmember Smith was not present. 2. Discussion of Tentative Millage Rate and Budget Town Manager Harpring read the following into the record. a. The Town of Indian River Shores had tentatively proposed an aggregate millage rate of1.3349 per b. Thei tentative millage rate of1 1.3349 is necessary to fund the expenses included in the budget and The 2023-2024 tentative General Fund budget is $8,845,576 which is1 12.69% higher than last year. $1,000 for the Fiscal Year 2023-2024. is1 12.25% higher than the rolled-back rate of 1.1892. d. The other funds in the 2023-2024 budget are tentatively set as follows: 1) Roads and Offsite Drainage Fund of $129,112; and 3) Planning, Zoning and Building Fund of $998,865. 2) ARPA Fund of $654,190; and 3. Receipt of Public Comment There was no Public Comment. 4. Adoption a. Proposed Resolution 23-16 for Adoption of the Final Millage Rate: A RESOLUTION OF THE TOWN OF INDIAN RIVER SHORES, FLORIDA, ADOPTING THE TENTATIVE LEVY OF AD VALOREM TAXES OF 1.3349 MILS FOR FISCAL YEAR 2023-2024; PROVIDING FOR FUNDING OPERATING EXPENSES DURING FISCAL YEAR 2023-2024; AND PROVIDING FOR AN EFFECTIVE DATE. The title was read by Attorney Sweeney. There being no public comment, a motion was made by Vice Mayor Carroll and seconded by Councilmember Auwaerter to pass Resolution 23-16. The Town Clerk called the roll. All members present voted in the affirmative. The motion passed unanimously 4-0. Pageiof2 b. - Proposed Resolution 23-17 for the Adoption of the Final Budget: A RESOLUTION OF THE TOWN OF INDIAN RIVER SHORES, FLORIDA, ADOPTING THE TENTATIVE BUDGET FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2023, AND ENDING SEPTEMBER 30, 2024; AND PROVIDING FOR AN EFFECTIVE DATE. The title was read by Attorney Sweeney. Mayor Foley opened the Public Hearing. There being no public comment, a motion was made by Councilmember Altieri and seconded by Vice Mayor Carroll to pass Resolution 23-17. The Town Clerk called the roll. All members present voted in the affirmative. The motion passed unanimously 4-0. Second Reading: Ordinance No. 566 AN ORDINANCE OF THE TOWN OF INDIAN RIVER SHORES, FLORIDA, TO ADOPT THE FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM 2024-2028 AS PART OF THE TOWN'S COMPREHENSIVE PLAN IN ACCORDANCE WITH MANDATES SET FORTH IN CHAPTER 163, FLORIDA STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE. The title was read by Attorney Sweeney. Mayor Foley opened the Public Hearing. There being no public comment, a motion was made by Vice Mayor Carroll and seconded by Councilmember Auwaerter to pass Ordinance No. 566 on second and final reading. The Town Clerk called the roll. All members present voted ini the affirmative. The motion passed unanimously 4-0. 5.
