City of Groveland Minutes City Council Meeting Monday, March 18, 2024 The Groveland City Council held a regularly scheduled meeting on Monday, March 18, 2024 in the E.L. Puryear Building located at 243 S. Lake Avenue, Groveland, FL 34736. Mayor Evelyn Wilson called the meeting to order at 7:05 p.m. with the following members present: Vice Mayor Mike Radzik, Council Members Barbara Gaines, Richard Skyzinski, and Dina Sweatt. City officials present were City Manager Mike Hein, City Clerk Virginia Wright, Sergeant-At-Arms As an alternate option the public was provided the opportunity to attend the March 18, 2024 City Council Meeting virtually in listen/watch mode only. A public notice with instructions to participate was posted to the City's website under "public notices" at www.groveland-f.gov. and Chief Shawn Ramsey and City Attorney Anita Geraci-Carver. in the display board at City Hall. OPENING CEREMONIES a. Pledge of Allegiance led by Council Member Gaines b. Invocation provided by Pastor Wanda Mulet, Hope International Church GUEST SPEARERPRESENTATONS AND PROCLAMATIONS Presentation = Thrive Clermont Sheri Lewin, President, of Thrive Clermont as well as the teen advisory council who participate in the program, provided a PowerPoint presentation as attached to these minutes as Attachment 1. Topics presented is as follows: Students serving in 2023; Teen Advisory Council (TAC); Summer Popups; Coming Soon Events; Adulting Program; Teen Feedback Sessions; 2024 Open Events. CONSENT AGENDA Mayor Wilson requested a motion to remove from the Consent Agenda item D. Authorizing Foreclosure of Code Enforcement Liens on 219 East Waldo Street, 219 Waldo Street, and 762 S. Main Avenue, and to place this item on the April 1st City Council Meeting Agenda. Mayor Wilson reported that Richard Klass who owns the properties, had indicated he had just received Vice Mayor Radzik inquired as to how long this case had been in progress. City Attorney Geraci-Carver stated the case was recently assigned to the Code Enforcement Magistrate. The fines began in 2022. The notices were sent to the address where the tax bill was received. notification today, with regards to a possible address discrepancy today. Motion: Council Member Sweatt moved to remove from the Consent Agenda item D. Authorizing Foreclosure of Code Enforcement Liens on 219 East Waldo Street, 219 Waldo Street, and 762 S. Fish stated the agreement was necessitated by special circumstances. The proposed use was characterized as an interim use, as there were Vice Mayor Radzik clarified this would be temporary. Mr. Fish stated yes; this would be a rest stop for trucks. There would be no fuel station. The fire hydrant was in place in the event of an Council Member Gaines asked who would be responsible for maintenance of the property. Mr. Fish stated the property was private. Therefore, it would be maintained by the owners. Council Member Gaines inquired if there would be surveillance cameras located on the property. Mr. Fish stated he believed there would be; however, he is not certain. Council Member Gaines inquired how many trucks would be able to fit on the property. Mr. Fish anticipated several dozen trucks would be able to park on the property. Mayor Wilson asked if truckers would be parked overnight. Mr. Fish stated yes, only if a local currently no buildings and ample room to park trucks for the time being. emergency. business was out of space. He stated the issue of no parking signs was brought up during an HOA: meeting. High school students were parking and littering in the neighborhood. Mr. Baumann asked if Council or staff Jennifer Eastridge referenced the recent South Lake Chamber of Commerce Meeting regarding a proposed commercial project consisting of sixteen (16) acres across the street. She inquired if that the project was to take place before or after the By-pass Realignment Project. Vice Mayor Radzik 3/15 - Attended the South Lake Chamber of Commerce Breakfast Will be attending the City's Founder's Day Event that was scheduled for Saturday, Vice Mayor Radzik stated he was happy the Rockers Lockers site was moving closer to development and would not be Rockers Lockers project. March 23rd Council Member Gaines 3/8. - Attended the Star Gazing Event that was held at Cherry Lake Tree Farm 3/8 - Attended the Small Business Development Center event held at Lake David 3/13 - Attended the Waterwell Farms, Farm to Table Dinner. Everything was excellent. Met with Park & Recreation Department regarding the Juneteenth Event scheduled for Council Member Gaines reported she will be out of town for the April 15th City June 14th 3/15- Attended the South Lake Chamber of Commerce Breakfast Council meeting. Council Member Sweatt 3/13- - Attended the Waterwell Farms, Farm to Table Dinner. A six (6) course meal was served and the food was fantastic. It was a very rewarding experience. 3/15-A Attended the South Lake Chamber of Commerce Breakfast 5 MARCH 18, 2024 CITY COUNCIL MEETING MINUTES Mayor Wilson 3/13 - Attended the Mayors/Managers Meeting. The main conversation was regarding homelessness. The County would not take control of the homelessness issues. Mayor Wilson reported she had a meeting scheduled with Commissioner Parks to discuss the issue. The meeting also touched on electric vehicles and golf carts; what is allowable on the sidewalks and streets. Garbage pickup issues were discussed as well. 3/13 - Attended the Waterwell Farms, Farm to Table Dinner 3/15- - Attended the South Lake Chamber of Commerce Breakfast City Manager Hein City Manager Hein reported Mayor Wilson attended the inaugural Florida League of Cities (FLC) Leadership Class, a premier leadership program designed specifically for Florida's elected municipal officials. FLC Leadership Class is a new leadership training opportunity from FLC University, the League's one-stop shop for municipal training needs. This one-day course offers elected officials a unique opportunity to enhance their leadership skills and engage in meaningful dialogue with fellow leaders. FLC Leadership Class is offered only to elected officials who have completed FLC's Institute for Elected Municipal Officials (IEMO) II. A certificate of completion was presented to Mayor Wilson.
