City of Groveland Minutes City Council Meeting Monday, June 03, 2024 The Groveland City Council held a regularly scheduled meeting on Monday, June 03, 2024 in the E.L. Puryear Building located at 2435 S. Lake Avenue, Groveland, FL 34736. Mayor Evelyn Wilson called the meeting to order at 7:00 p.m. with the following members present: Vice Mayor Mike Radzik, Council Members Barbara Gaines, Richard Skyzinski and Dina Sweatt. City officials present were City Manager Mike Hein, City Clerk Virginia Wright, Sergeant-At-Arms Deputy Chief As an alternate option the public was provided the opportunity to attend the May 20, 2024 City Council Meeting virtually in listen/watch mode only. A public notice with instructions to participate was posted toi the City's website under' "public notices" at www.groveland-f.gov. and in the display Armando Loney and City Attorney Anita Geraci-Carver. board at City Hall. OPENING CEREMONIES a. Pledge of Allegiance led by Council Member Gaines b. Invocation provided by Pastor Sharnae Daniels, Hope International Church Mayor Wilson read the Pledge of Conduct into the record as follows: We may disagree, but we will be respectful of one another. We will direct all comments to issues. We will avoid personal attacks. Audience members wishing to speak must be recognized by the Mayor. Speaking without being recognized will be considered "Out of Order." GUEST SPEAKER, PRESENTATIONS, AND PROCLAMATIONS Presentation - Lake County Schools: Cecil E. Gray Middle School Athletic Field Mike Walker Director of Parks & Community Services recognized and thanked the following businesses for providing their services on Cecil E. Gray Middle School Athletic Field Community Community Project Letter of Appreciation Project: JSJ Unlimited Boykin Construction Steel Works Woodard & Curran SouthState Bank South Lake Electric Missy Frana, Principal of Cecil E. Gray Middle School thanked everyone for all their efforts and contributions. CONSENT AGENDA A. May 20, 2024 City Council Meeting Minutes B. Resolution 2024-46: Approving the State of Florida Department of Environmental Protection contract for sale and purchase and deposit receipt to Ar resolution oft the City Council of the City of Groveland, Florida, approving the State of Florida Department of Environmental Protection contract for sale and purchase and deposit receipt to purchase real property needed for construction of the Gadson Street Trail; authorizing the City Manager, Mayor and/or City Clerk to execute any documents Resolution 2024-46 requests approval to purchase Florida Department of Environmental Protection-owned property on Gadson Street, identified. as Lake County Parcel ID. No. 79-22-25-1500-00D-00600 and described as Lots 6 and 7, Block D, Groveland, ShakyLake Replat, recorded: in Plat Book 8, Page 55, ofthe Public Records ofLake County, Florida. The city desires to obtain fee simple title to the property for the Gadson Street Trail Project construction. FDEP is willing to convey the property to the purchase real property on Gadson Street required to purchase the property and disburse funds. city for $1500.00, and the city will pay all closing costs. City Clerk Wright read the title for Resolution 2024-46 into the record. Motion: Vice Mayor Radzik moved to approve the Consent Agenda; seconded by Council Member Sweatt. Public Comment: None. Motion passed with all Council Members present voting aye. NOTE: After the motion was made, Mayor Wilson asked if there was anyone from the public wishing to speak regarding any Consent Agenda item(s). No one from the public made comment or approached the podium to speak, thus Mayor Wilson requested the Council's votes for the Consent Agenda and the motion passed. Mayor Wilson proceeded to move on to New Business, Agenda Item 1. City Clerk Wright read the title for Agenda Item 1 into the record. Thereafter, Jennifer Eastridge who was seated in the audience, protested that Raul Rodriguez had wanted to speak during the public comment portion of the Consent Agenda. Ms. Eastridge stated 2 JUNE 3, 2024 CITY COUNCIL MEETING MINUTES Mr. Rodriguez had held his hand up at that time. Mayor Wilson stated she had allowed ample amount of time for public comment and did not see Mr. Rodriguez raise his hand; and he did not Mayor Wilson granted Mr. Rodriguez the opportunity to provide his public comment, although the motion was already made and voted on. Mr. Rodriguez requested that information regarding a document(s) be removed from the May 6, 2024 Meeting Minutes and/or the agenda packet. City Clerk Wright explained that this agenda packet and/or the meeting minutes could not be altered, as the documents had been published and therefore they are a public record. City Attorney approach the podium. Geraci-Carver confirmed the documents could not be removed. OLDBUSINESS None. NEW BUSINESS 1. Selection of Community Redevelopment Agency (CRA) Board Member Vice Mayor Radzik stated based on Council's written rankings and the cumulative scores of those rankings, he recommended Matthew Baumann be appointed to serve on the CRA Board. Mr. Baumann had received a cumulative score of 123 points and Stephen Hubert received a cumulative score of 100 points. Motion Vice Mayor Radzik moved to appoint Matthew Baumann to serve on the Community Redevelopment Agency (CRA) Board forat four-yearterm beginning June 8, 2024 through June 7, 2028; seconded by Council Member Sweatt. Chris Carroll inquired as to how the applicants were ranked/scored. City Clerk Wright explained Council was provided with the applications. The Council was provided with a ranking form that consists of five (5) categories. The written ranking forms were then submitted to the City Clerk to tally the scores. Motion passed with all Council Members present voting aye. Public Comment: Mr. Baumann thanked the Mayor and Council Members for his appointment to serve on the CRA Board. PUBLIC COMMENT Jennifer Eastridge stated Council Member Skyzinski was selling his home and would be leaving Council before his term had expired. She inquired about how a vacancy would be filled. Council Member Skyzinski stated the City Council would appoint someone to serve the remainder of his term, per the City Charter. Vice Mayor Radzik noted the process was a Charter amendment approved by residents approximately three (3) years ago. 3 JUNE 3, 2024 CITY COUNCIL MEETING MINUTES Ms. Eastridge reported Council did not attend her developments' HOA meeting. She stated one oft the questions that would have been asked was for Council to refrain from accepting campaign contributions from companies the City conducted business with. Such as, Waster Pro, Waste Connections, and Hanover. She inquired if Mayor Wilson and Council Member Sweatt would Council Member Sweatt requested City Attorney Geraci-Carver respond to Ms. Eastridge. City Attorney Geraci-Carver stated outside of City Council, candidates could use their own discretion for receiving campaign funds as long as the contributions were not given to influence a vote. commit to not accepting such campaigno contributions. Council Member Gaines stated she felt there was such discord and misunderstanding surrounding election campaigns. She noted it was costly to run ac campaign. Council Member Gaines stated no amount of money would deter her from doing what she feels is right for the City. In the end we must be respectful of one another.
