Puryear Building located at 243 S. Lake Avenue, Groveland, FL 34736. A request to approve a development agreement between the City of Groveland and EPG Sunstone Holdings, LLC, for Brighthill residential community. City Clerk Wright read the title for Resolution 2024-22 into the record. Tim Maslow, Director of Community & Economic Development provided a presentation as attached to these minutes as. Attachment 1. He stated the preliminary plat would have the Applicant Bret Jones reported that Howey-in-the-Hils Road was once soft-shoulder and known as a speed trap. He stated Mr. Maslow and staff's recommendation is a great idea. Mayor Wilson reported she spoke with a code enforcement officer in Howey in the Hills, who informed her there would be a roundabout constructed at the blinking lights. Mayor Wilson stated during the Metropolitan Planning Organization (MPO) meeting that she attended last week, she and the Howey in the Hills representative expressed a need Vice Mayor Radzik stated, last week a community meeting was held to discuss the Brighthill project. The Applicant was present with his team. A few residents were present. The applicant and team reviewed the calming effects they were willing to put into place to ensure safety. Vice Mayor Radzik stated he wished more residents had attended the same conditions as provided in the development agreement. for a traffic study on Highway 19. community meeting. 3 MARCH 4, 2024 CITY COUNCIL MEETING MINUTES Motion: Vice Mayor Radzik moved to approve Resolution 2024-22 Brighthill Development Agreement to include the staff recommendations to the development agreement; seconded by Council Member Sweatt. Public Comment: H.R. Russell stated he did not see notification of the community meeting being posted. Mr. Russell noted a roundabout at the Blue Springs Reserve entrance would wipe out the existing monument signage. He stated he Kimberly Pineda asked Council to consider amending the motion, as she felt itwould still be too dangerous. She stated a commitment should be made for a traffic light instead of a roundabout. Mayor Wilson noted the decision was Doug Faivre reported he spent three (3) years on the City's Planning and Zoning Board. He stated many of the approved planned unit developments (PUD) sat empty years after being approved and recorded. Mr. Faivre asked why the residents were not involved in the FDOT meeting. He stated residents were supposed to be involved to express concerns with O'Brien preferred a traffic light over the roundabout. not up to the city, rather it would be up to the FDOT. Road. A request to approve Brighthill Preliminary Plat, consisting of 574 residential units of various lot types and 3.84 +/- acres set aside for commercial use on a total of 735.25 +- acres. City Clerk Wright read the title for Resolution 2023-110 into the record. Mr. Maslow provided a presentation as attached to these minutes as Attachment 1. Vice Mayor Radzik referenced the comments from the public and inquired if any adjustments could be made to the plat in general. Mr. Maslow stated there could be. Vice Mayor Radzik stated moving forward, it would be most helpful to have the bullet points However, as it stood the developer was meeting the code standards. from the Planning & Zoning Board's recommendations. Eddie Gibbs stated the information was tremendously helpful. He noted there still seemed to be a gap between what Council could approve and the FDOT Motion passed with all Council Members present voting aye. 3. Consideration of Approval: Resolution 2024-20 Trinity Lakes Ph 4 Final Plat A Resolution of the City Council of the City of Groveland, Florida, granting final plat approval of Trinity Lakes Phase 4 generally located west of State Road 19 and south of Arequest to approve a final plat for Trinity Lakes Phase 4. The property consists of 41.74 +/- acres for 201 single family residential lots with a Future Land Use designation of Lake Emma Road, Groveland, Florida; providing for an effective date. Established Neighborhood and Zoning designation.ofPUD. City Clerk Wright read the title for Resolution 2024-20 into the record. Mr. Maslow stated he had met with resident Lowrie Brown to discuss the buffer at Trinity Lakes. Mr. Maslow provided a presentation as attached to these minutes as Attachment 1. He noted red Council Member Gaines stated she appreciated the consideration of the constituents, and that Vice Mayor Radzik felt the Trinity Lakes Phase 4 had been a learning experience. He expressed his appreciation for every concession the developers made. However, asked who would absorb the cost of changing the trees if needed, Hanover or the HOA. Tony lorio of Hanover stated he met with Cherry Lake Tree Farm on this date. The Tree Farm firmly acknowledged cypress trees could be used everywhere, sO long as they were irrigated. Mr. lorio stated cypress trees would cedar would be replacing the other trees, magnolia and live oak. the city was able to collaborate. thrive; he does not believe there will be any problems. Motion: Council Member Sweatt moved to approve Resolution 2024-20 Trinity Lakes Ph 4 Final Plat; seconded by Council Member Skyzinski. Lowrie Bronw thanked Council, staff and Hanover, for making the changes that would provide an actual visual barrier. Mr. Brown stated he still has a great deal of concern regarding cypress trees. Mr. Brown acknowledged the error was made by previous staff. He indicated he saw no reason not to Public Comment: approve the plat. Mr. Maslow reported schools and transportation may have been the biggest concerns when addressing the City's Strategic Plan. He stated that children could benefit using Mayor Wilson requested Mr. Maslow provide history on the land. Mr. Maslow reported the PUD was adopted nearly twenty (20) years ago. The land was not initially planned as a forty (40) acre park, but a twenty (20) acre park, and twenty (20) acres allocated for a school. The current plan only allots five (5) acres for the school. The land was always intended for a school. MayorWilson: asked what the Lake County School Board's response was tot the twenty (20) acres. Mr. Maslow stated the Lake County School Board never committed to building a school in Groveland. The Lake County School Board left the decision up to the City when the property was Vice Mayor Radzik inquired of City Attorney Geraci-Carver to please reiterate what the City is responsible fori in regard to the placement of a school. City Attorey Geraci-Carver stated that all comp plans must have school concurrency. If not, they must enter into a mitigation agreement Vice Mayor Radzik inquired what other parcels could the school be built on. Mr. Maslow stated not many. The land on Cortese Road in downtown Groveland was three (3) acres, which would not be enough land to build a school. He reported that he does not know of any other land within Council Member Gaines inquired as to ar ranking of howi important schools were to residents when lookingi into relocation. Mr. Maslow reported studies had shown that having close access to quality the park without having to attend the charter school. brought up. with the Lake County School Board in order to provide funding for future seats. the City. schools was number one on the list. 6 MARCH 4, 2024 CITY COUNCIL MEETING MINUTES Motion: Council Member Sweatt moved to approve Ordinance 2023-42 Cherry Lake Charter School Rezoning Second Reading; seconded by Council Member Skyzinski. Public Comment: Lauren White stated she was on the fence about the charter school. She reported she had concerns about the traffic. Ms. White requested the City find land to build a larger school and requested Council to deny approval. Vice Mayor Radzik asked what would be done to prevent the use of the subdivision as a bypass. Mr. Maslow stated the site development plan would tackle that issue. He reported staff was already having conversations with the Applicant and the Public Works Department on how to Vice Mayor Radzik stated the reason a school was being considered at all was due to a joint workshop with the school board in which they reported they had no plans to build any schools in the City of Groveland last year. Mr. Maslow stated even though this is a charter school, a public Council Member Gaines inquired as to when the charter school was approved by Council. Mr. Maslow stated Council gave direction to move forward with negotiations at the workshop last address Wilson Lake Parkway. Ms. Traywick stated the Cherry Lake Park was vandalized for a third time; the basketball court, bathrooms and now the playground area.
