City of Groveland Minutes City Council Meeting Monday, July 15, 2024 The Groveland City Council held a regularly scheduled meeting on Monday, July 15, 2024 in the E.L. Puryear Building located at 243 S. Lake Avenue, Groveland, FL: 34736. Mayor Evelyn Wilson called the meeting to order at 7:02 p.m. with the following members present: Vice Mayor Mike Radzik, Council Members Richard Skyzinski and Dina Sweatt. City officials present were City Manager Mike Hein, City Clerk Virginia Wright, Sergeant-At-Arms Chief Shawn Ramsey and City Attorney Anita Geraci-Carver. Excused Absences: Council Member Gaines. As an alternate option the public was provided the opportunity to attend the July 15, 2024 City Council Meeting virtually in listen/watch mode only. A public notice with instructions to participate was posted toi the City's website under "public notices" at www.groveland-t.gow and in the display board at City Hall. Resolution 2024-69: Authorizing the City Manager to submit an FDEP SRF Loan Application for Project Number WW35066 to finance the construction of Wastewater Treatment Facilities A resolution of the City Council of the City of Groveland, Florida, relating to the State Revolving Fund Loan Program; making findings; authorizing the City Manager to submit a loan application for project number WW35066 to finance construction of wastewater treatment facilities; authorizing the loan agreement; establishing pledged revenues; designating authorized representatives; providing assurances; providing for conflicts, Resolution 2024-69 authorizes the City Manager to submit Florida Department of Environmental Protection (DEP) State Revolving Fund (SRF) Loan application WW35066 for design and construction of the Villa City Wastewater Treatment Facility in the funding amount of $19,823,318.00. Transportation & Public Works Director T.J. Fish introduced Michelle Galvin with Raftelis. Ms. Galvin provided a recap presentation as attached to these minutes as Attachment 1. Mr. Fish stated staff had embraced direction from Council and residents to ensure growth paid for growth. He noted that wastewater was more expensive to treat than potable water and Groveland has two (2) wastewater facilities. Mr. Fish reiterated the Sampey Wastewater Treatment Plant (WWTP) could not go into the construction phase until the loan was executed with Florida Department of Environmental Protection (FDEP). He offered to answer any questions Council may have. 3 JULY 15, 2024 CITY COUNCIL MEETING MINUTES Vice Mayor Radzik stated the ordinance supports the City's strategic plan. He reported that this was what the residents want, for growth to pay for itself. Vice Mayor Radzik clarified that the City Vice Mayor Radzik asked at what point would the connection fees be increased. Mr. Fish stated the effective date would be October. The CIP adjustment as of October 1, 2024. Vice Mayor Radzik inquired as to what happens to the two hundred and fifty thousand (250,000) Mr. Fish reported the amount was updated to two hundred and seventy-five thousand (275,000) gallons per day. Of that, Mascotte was only sending the City thirty thousand (30,000) gallons into the Sampey WWTP. Mascotte was also contributing to the expansion via funds that were granted by the State of Florida. Mr. Fish noted the City has a interlocal agreement with the City of Vice Mayor Radzik clarified his question was what we do with the flow from Mascotte. Mr. Fish reported the excess flow would be sold as reclaimed water to Groveland customers after Council Member Sweatt inquired once the improvements were completed how soon would the City need to revamp the facilities again. Mr. Fish stated staff would be calibrating the process annually. However, no city should go more than five (5) years without updating the studies. Mr. Fish reported the City would continue to utilize Raftelis as a consultant in the future. Council Member Sweatt asked if the plants were designed to meet the City's needs for the foreseeable future. REPORTS Council Member Sweatt July 4th- Attended the City's July 4th event. Weekly conference calls with City Manager Hein. July 10th = Attended the City's Fun Team snow cone give-away that was at the Public Safety Complex. Vice Mayor Radzik Vice Mayor Radzik stated how does single member voting districts affect a council member working with a business outside of their district. Vice Mayor Radzik stated he has been working with three (3) different projects. 1. A business looking to expand; 2. Ab business looking to expand their current operations; and 3. A business looking to annexing into the City. Vice Mayor Radzik stated he wanted to disclose Vice Mayor Radzik requested Council consensus to direct staff to craft a resolution in support of the Groveland Historical Society & Museum to identify historical buildings within Groveland. This would go to the State and possibly the Federal Government to designate historical buildings with the property owners' approval. City Attorney Geraci-Carver stated there were no issues to crafting a resolution as his contacts that he had known for over nineteen (19) years. such. All council members present concurred. Council Member Skyzinski Council Member Skyzinski reported he had recently traveled to Poland primarily as a representative working with a non-profit organization to teach English to middle school and high school students. Council Member Skyzinski thanked City Manager Hein for the donation of aprons for the student's cooking classes, as they were a huge hit. Council Member Skyzinski had the opportunity to meet with the Mayor and Vice Mayor of the City of Otwoc, which is part of the Sister City relationship with our city to mutually benefit each other. Council Member Skyzinski shared a brief slideshow presentation of his trip to Poland. July 4th- Attended the City's July 4th event. Annex Building and Public Safety Complex. Mayor Wilson July 10th - Attended the City's Fun Team snow cone give-away that was at the Attended the Keep Lake Beautiful Meeting. The committee is still working on gathering equipment via grant funds.
