MALABAR TOWN COUNCIL REGULAR MEETING MINUTES August 19th, 2024, 7:30 PM This meeting of the Malabar Town Council was held at Town Hall at 2725 Malabar Road. Council Chair Mayor Patrick T. Clerk Kohler states that the Qualifying period for the 2024 Municipal Elections was from July 30th to August 13th. One packet was submitted for each race, and Council will be asked to qualify them during Agenda Item 10.a. of tonight's meeting. Also, Staff contracted the sandblasting of several items at Malabar Community Park. The work has been completed, and photos are included in the PUBLIC COMMENTS: Comments at this point may address items NOT on the Agenda. Certify Storm Water Roll for Non-Ad Valorem Collection for FY 24/25 (Resolution 14- A RESOLUTION OF THE TOWN OF MALABAR, BREVARD COUNTY, FLORIDA; PROVIDING CERTIFICATION OF ANNUAL STORMWATER ASSESSMENT ROLL; ADOPTING AN ANNUAL BUDGET FOR THE TOWN'S STORMWATER UTILITY; 2024) PROVIDING FOR AN EEFECTIVE DATE. Staff Comments: Clerk Kohler states this year there are 10 additional parcels on the Storm Water Rolls, which will generate an increase of $1,059.69 over last years projections. RESOLUTIONS: - 0 MISCELLANEOUS: 2 Staff Comments: Clerk Kohler states that Malabar Charter Chapter 2.06 requires the seated Council to qualify the candidates running for office. All have filed the required paperwork and are running unopposed. Upon being qualified by Council this evening, they will be sworn in at the Discussion: CM Vail thanked the candidates for their civic duties to the Town. MOTION: CM Vail/CM Hofmeister to qualify the candidates. Mrs. Kikla introduces herself as the District 2 Candidate. VOTE: All Ayes (5-0) and Employees 10.b. Employee Benefits Increases and Proposed Contribution Cost Share of Employer Staff Comments: Treasurer Austin states the Town's health insurance provider, FMIT, has informed the Town that the renewal for FY 24/25 includes a 12% increase. To provide a more equitable balance of coverages, premiums, and contributions, Staff is proposing to reduce the available plans from 2to1,i increasing the employer percentage ofi the healthi insurance coverage, removing the employer paid portion of vision and dental insurance, and offering an opt-out credit off $160.00 per month to employees who decline enrolling ini the health plans offered by the Town. MOTION: CM Scardino/CM Hofmeister to approve the proposed employer and employee cost share health benefits of Plan 14 for FY25, with the removal of employer contribution to dental and vision plans and providing an incentive credit to employees waiving health Discussion: CM Vail states it appears well researched. CM Scardino asks if the Town will be saving money ont this. Treasurer Austin states it will be close to a net neutral change, as the Town will pay more of the health insurance but will not pay for Vision and Dental insurance. CM Acquaviva asks if there were any objections from Staff about these changes. Treasurer Austin states she received some questions, but all were resolved. CM Clevenger states this should allow staff to have more freedom and flexibility. CM Acquaviva states offering an opt out may benefit Exhibit: Agenda Report Number 10.b. care benefits, and to approve the FY 24/25 FMIT insurance renewal. members of staff who have a spouse with health insurance options. CM Hofmeister: Thanked the new and returning Council Members and Mr. Rivet as the Mayor Reilly: Mayor Reilly states he attended the FLC Annual Conference, where Cocoa Mayor Blake was sworn in as the FLC President, and he attended a FLC Grant class discussing available grants for infrastructure and environmental projects. 14.
