Monday, June 21, 2024 City Hall Council Chambers, 101 Old Main Street CITY OF BRADENTON TREE & LAND PRESERVATION BOARD PRESENT Tree and Land Preservation Board Members: Jennifer Hoffman - Chair, Edward Dean - Vice Chair, Alyssa Vinson, Ruth Lawler, Lauren Aristizabal, City Staff: Robin Singer-Director, Planning and Community Development, Greg DeLong-Assistant Director, Planning and Community Development, Jamie Schindewol-Senior Planner, Lori brunner-Planning and Community Richard Larsen. Development Administrative Assistant. REGULAR MEETING Pledge of Allegiance. Call to Order: by Jennifer Hoffman at 1:32 p.m. Move to Approve: Meeting Minutes from February 23, 2024, and March 3, 2024, by Alyssa Vinson and seconded by Ruth Lawler. All approved as written. Citizen Comment: Ingrid McClellan with the Palma Sola Scenic Highway Committee passed out information on the Manatee Avenue Median Improvements and discussed the Scenic Highway designation, which includes the City of Bradenton, the City of Holmes Beach, and Manatee County Government. The information also includes letters to each municipality and a current list of members of the Quarter Management Entity. She discussed the goals of the designation including trees, landscaping, funding, maintenance agreements, highway safety, irrigation systems, and working with the Florida Department of Transportation to create a Florida friendly design. Ms. McClellan is asking the Commissioners for a compromise to implement the scenic highway design by representation and or a letter to the City Council. Ruth Lawler motioned to approve the draft of a letter. Richard Larsen Ed Dean will draft a letter to the City Council. seconded. Motion passed unanimously. Public Comment: None Reports from City Staff: Volker Reiss, Compliance Manager, was present to answer questions from the Board members. Mr. Dean questioned the remaining trees from the giveaways and the potential use for them. Jennifer Hoffman stated that Ross (Peterson) planted 10 of the trees around the City, and the rest were used at at tree care class and were given away at the class. Ms. Hoffman brought up the subject of tree removal and Alyssa Vinson added notable trees. They questioned the process of caring for the trees. Mr. Reiss stated that Code Enforcement only gets involved when a tree is removed without a permit. There was a discussion about the process of trees being removed with a permit. Code Enforcement will check on a tree being removed if a complaint isr made. Mr. Reiss stated that in the year 2024, there were 37 unlawful tree removals that Code Enforcement dealt with. Mr. Dean asked about how many homeowners provide Code Enforcement with an Arborist letter for removal of a tree. Mr. Reiss stated about 20%. Ms. Hoffman asked about an educational brochure about tree removal that Code Enforcement could hand out. Mr. Reiss said that the Code Enforcement Officers hand out some already and would gladly hand out more information as needed. NEW BUSINESS None OLD BUSINESS a) Brief follow-up on Arbor Day Events. b) Notable Tree Program = online portal to nominate is not posted yet. c) Annual Strategy - discussion throughout Old Business. d) Recommendations for changes to the Land Use Regulations.
