AS Special Workshop Meeting oft the Apalachicola City Commission was held on Tuesday, July2 2, 2024, at 3:00 PM ati thel Former Apalachicola Municipal Library, 74 6th Street, Apalachicola, Florida. Present: Mayor Brenda Ash, Commissioner. Anita Grove, Commissioner Adriane Elliott, Commissioner Despina George, Commissioner Donnal Duncan, City Manager Travis Wade, City Clerk Sheneidra Cummings, Finance Director Leel Mathes, City Planner Bree Robinson, Police Chief The Workshop Meeting called to order by! Mayor Asht followed by prayer and Pledge of Allegiance.  Bobby' Varnes  PRESENTATION: FEMAI RATING SVSTEM  Keisha Messer, Certified Floodplain Manager, informed the Commission of the FEMAI rating system and presented information on transitioning from a 10-year cumulative ration rating to a 1-year rating standard. Mrs. Messer informed the Commissiont that al Flood Ordinance is required by the Cityto allowresidents to participatel int thel National Flood Insurance Program. Mrs. Messer explained the 10-year cumulative rating system and expressed some negative consequences of retaining the 10- yrre rating ratio. In contrast, Mrs. Messer expressed some of the benefits of participating ini the Community Rating System (CRS), converting to the 1-yr rating system, and provided some examples of benefits the homeowner(s) and residents when needing to make necessaryrepairsto  their) homes etc. Discussion held. Mayor Ashi inquired about anytime restraints to decide on whether to keep the existing rating Mrs. Messer did express that the Office of Floodplain Management implemented news rules that arer required tol be adopted into the City's Floodplain Ordinance ultimately, requiring the Cityt to revise its existing ordinance. Therefore, ift the Commission would like to change to a 1-yri rating system, this would bet thet time to include that int the revised ordinance.
