Mushen Copies: Town Administrator, Town Clerk, Town Finance Director 2 NB-5 RECEIVED AUG 19 2024 Town Lot and Street Parking Recommendations for Sakonnet Point 19Aug 2024 Little Compton Harbor Commission This paper captures the issues, historical attempts at remedy and recommendations for a parking policy as discussed in Little Compton Harbor Commission meetings throughout the Summer of 2024. 1. Issues of overcrowding: A. Since the easing of the COVID pandemic there has been tremendously increased visitor activity at Sakonnet Harbor, bringing overwhelming pressure on parking in the area. The harbor streets and parking lots are beyond capacity on sunny weekdays and all B. The Town Lot has become a popular place for visitors to park with complete disregard for posted signs allocating the East edge to permitted Commercial Daytrip Fishermen and the South Edge to permitted Overnight Tripl Fishermen. Licensed Commercial Fishermen are arriving to find nowhere to park on many days, and having to seek relief C. The No Parking signs West of the Boat Ramp on Sakonnet Point Road westbound are often ignored, as are Trailer-only signs in the DEM boat ramp parking area. D. The deterioration ofi the fence-lines (repurposed telephone poles) along the northerly side of Sakonnet Point Road have allowed visitors to park ini the brush and encroach on the beach, town and private property and approach areas toi the DEM boat ramp. E. The oversubscribed parking conditions complicate the mission of first responders weekends under this increased demand. from local landowners in order to pursue their livelihood. coming to the rescue boat, the marina and the breakwater. 2. Historical Attempts at Remedy: A. The Town Lot adjacent to the Town Pier has been a longstanding problem. In recent years a solution was posed to designate portions of the lot for Commercial Trip Fishermen, Commercial Day Fishermen, and' Visitors. Parking permits were to be issued tot the commercial fishermen to justify access toi their respective spaces. The procedure for issuing permits did not recognize that deckhands would be unable to present a commercial license, and the process was abandoned before being B. An Emergency' Vehicle response area had been allocated to a turning circle at the end of Bluff Head Ave nearest the dock of Parascondolo and Co. No Parking signage was placed facing the Point Club's northerly fence line and along the westerly side of Bluff Head Ave for ai few spaces to complete the turning circle. Present Status of remedial plans: The' Visitor parking signs for the dock staging area along the westerly stone wall oft the town lot and roadside No Parking signs south of the SYG have been removed by No commercial fishermen display any parking permit. This being the case, no one outside of the fishermen who know each other can recognize any permitted user of any persons unknown. 5'3 parking space. Thus everyone seems to find the lot open territory. The LCPD cannot be expected to cross reference license plates toi town-registered Commercial fishermen. Parking policy enforcement is not possible under present operating conditions. The No Parking spaces that border the emergency vehicle turning circle are often ignored by visitors. Inj prior years when the Point Trap Co. had weekend sales dockside, the entire area was full. 3. Recommendations oft the Harbor Commission: A. The Council should consider designating the Town Lot as Permit Only Parking, with the following simplified policy: Parking Permits should be issued to Commercial Fishing Boat Captains, presenting their license and requesting permits for themselves and their required number of deckhands. Permits in thet form of hang tags are preferred to make them easier to recognize and to provide fishermen the ability to use various vehicles. The Town Clerk's office can issue the parking tags to the Licensed Commercial Captains as simply as they issue Transfer Station stickers. No other information than Captain's name and number ofi tags need be recorded. The Harbor Commission has the bandwidth to work with the Harbormaster, creating a database of Commercial harbor mooring and dock listings for the Clerk's office and LCPD ahead of the issuance of parking passes. As the fleet changes the Harbormaster and Harbor Commission can update the registry and recall or invalidate numbered permits as Ata designated Start Date, the Fishing Fleet and public will be notified that parking permits willl be required as the basis to avoid parking tickets in the Town Lot. The mobile Police Department message board can also be used to notify everyone of the policy change going into effect. Assured access will carry a minor responsibility the fishing fleet understands. Iti is also understood that a written violation is instantly registered and cannot be undone as was the case in years past. Public Access to the Town Dock (Built with the help of Federal Monies) is preserved, and signage should be restored for the temporary loading zone and staging area along the northwest corner of the lot to allow vehicle preparations for dock users. B. The Council should consider restoring and maintaining the no parking turning circle at the end of Bluff Head Ave by re-painting al keep-out circle in the road that makes clear the intent of the signage on the perimeter. This would be most important in the paved section where the C. The Council should consider restoring parking guardrails along the East edge of the Town lot as well as ini the harbor beach parking areas that are being overrun by visitors. These should eliminate parking into the brush and driving onto the beach.
