Grasanille  MINUTES OF CITY COUNCIL REGULAR SESSION DECEMBER 16, 2019  The Regular Session of the City Council of the City of Seagoville, Texas was called to order at' 7:00 p.m. on Monday, December 16, 2019, at City Hall, 702 N. Hwy 175, Seagoville, Texas  with a quorum present, to wit:  Dennis Childress Jon Epps Jose Hernandez Rick Howard Harold Magill Mike Fruin  Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Councilmember  The following staff members were also present: City Manager Patrick Stallings, Police ChiefRay Calverley, Community Development Director Ladis Barr, City Attorney Victoria Thomas, Water Utilities Director Chris Ryan, Finance Director Patrick Harvey, Director of Administrative  Services Cindy Brown, and City Secretary Kandi Jackson. Invocation - Invocation was led by Councilmember Magill. Pledge of Allegiance - Pledge of4 Allegiance was led by Mayor Childress. Republic Services Employee, Steve Bustamante a Proclamation.  Proclamation - Republic Services Employee, Steve Bustamante - Mayor Childress presented Citizens Public Comment Period- This portion of the meeting is to allow each speaker up to. six (6) minutes toG address the council on items not postedon the current agenda. Council may not discuss these items but may respond with) factual data or policy information, or place the item on a future agenda. Citizens wishing to speak on posted agenda items will be called upon at that time. Anyone wishing to speak shall submit a Speaker Request Form to the  Mayor's Report - None.  City Secretary. None. Appoint Councilmembers to serve on the Finance Committee (Finance Director) Motion to appoint Councilmember Hernandez and Councilmember Howard to the Finance 4. Conduct interviews with Boards & Commissions Applicant for appointment (City CilySecrelary.Jackson: stated. Ms. Rice submitted an application toj fill one ofthe positions that are open on either the Seagoville Economic Deyelapment Corporation or the Planning & Zoning Commission. She stated a background check was performed on Ms. Rice. She also stated Ms. Rice' 's primary choice is the Seagoville Economic Development Corporation and Councilmember Hernandez asked Ms. Rice why she should be appointed to one ofthe boards and what experience she has that would benefit either of the boards. Ms. Rice stated she is a Seagoville resident that looks forward toj progress being made in Seagoville. Discuss and consider approving a Resolution of the City Council of the City of Seagoville, Texas, authorizing Anderson Asphalt & Concrete Paving LLC., to perform the work on Simonds Road, from Highway 175 to approximately Two Hundred feet (200') west of Cloverhill, in an amount not to exceed One Hundred Sixteen Thousand Four Hundred Sixty Four Dollars and Twenty-Five Cents ($116,464.25) as set forth in Exhibit A, attached hereto and incorporated herein; authorizing the City Manager to execute any and all necessary documents; and providing an effective date (Community Motiont to approve a Resolution ofi the City Council oflheCiyefSegovill. Receive Councilmember Reports/Items of Community Interest - as authorized by Councilmember Hernandez stated Seagoville's Central Elementary School Fourth Grade Teacher Natasha Julian was nominated. as NBC5's December Excellent Educator. 14.1 Future Agenda Items = Council to provide direction to staff regarding future agenda items.
