Giasadle  MINUTES OF CITY COUNCIL WORKSHOP JULY22,2019  The Work Session of the City Council of the City of Seagoville, Texas was called to order at 6:30 p.m. on Monday, July 22, 2019, at City Hall, 702 N. Hwy 175,  Seagoville, Texas with a quorum present, to wit:  Dennis Childress Jon Epps Jose Hernandez Rick Howard Harold Magill Mike Fruin  Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Councilmember  Absent Absent  The following staff members were also present: City Manager Patrick Stallings, Police Captain Steve Davis, City Attorney Victoria Thomas, Finance Director Patrick Harvey, Senior Finance Accountant Gail French, Utilities Director Chris Ryan, Director of Administrative Services Cindy Brown, and City Secretary Kandi Jackson. A. Discuss water & sewer fund budget for FY 2020  City Manager Stallings stated the Finance Director Harvey and Utilities Director Ryan are here to present the water & sewer budget for FY. 2020 and answer any questions. He also stated there will not be an increase in the Finance Director Harvey presented the water & sewer budget for FY 2020. He stated there will not be an increase in the water & sewer rate at this time. He also explained there will be a rate study completed this fiscal year. Utilities Director Ryan presented the smart water meters. He stated customers are able to view their usage from their cell phones or a computer.
