Giaoale  MINUTES OF CITY COUNCIL REGULAR SESSION JUNE 15, 2020  The Regular Session of the City Council of the City of Seagoville, Texas was called to order at 7:06 p.m. on Monday,June 15, 2020, at City Hall, 702 N. Hwy 175, Seagoville, Texas with  a quorum present, to wit:  Dennis Childress Jon Epps Jose Hernandez Rick Howard Harold Magill Mike Fruin  Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Councilmember  The following staff members were also present: City Manager Patrick Stallings, Police ChiefRay Calverley, Community Development Director Ladis Barr, City Attorney Victoria Thomas, Director of Health and Code. Jimmy Stephens, Director of Administrative Services Cindy Brown,  and City Secretary Kandi Jackson.  Invocation - Invocation was led by Councilmember Magill. Pledge of Allegiance - Pledge of Allegiance was led by Mayor Childress.  Mayor's Report - Mayor Childress stated the nation, police, and all first responders are in trouble. He also stated we wrestle not against flesh and blood, but against principalities, against Citizens Public Comment Period- This portion oft the meeting is to allow each speaker up. to: six (6) minutes to address the council oni items not postedon the current agenda. Council may not discuss these items but may respond with factual data or policy information, or place the item on aj future agenda. Citizens wishing to speak on posted agenda items will be called upon at that time. Anyone wishing to speak. shall submit a Speaker Request Form to the  powers, and against the rulers of darkness in high places.  City Secretary. None. Receive a presentation concerning projected FYE financial statements for FY 2020, Finance Director Harvey presented the projected Fiscal Year End financial statements for Finance Director Harvey presented Fiscal Year 2021 Budget. He also expressed his appreciation for Hilltop Securities creating the Dehrof.Amortization Schedules.  followed by FY: 2021 budget discussion (Finance Director)  Fiscal Year 2020.  4. Discuss and consider approving a Resolution of the City of Seagoville, Texas, approving a Project Specific Agreement ("PSA") with GSBS Architects for Professional Planning Services for a Civic Center Complex and facilities as set forth in the proposal letter attached hereto as Exhibit "A", in an amount not to exceed $15,000.00; authorizing the City Manager to execute said agreement; providing a repealing clause; providing a City Manager Stallings introduced. Discuss and consider a Resolution of the City Council of the City of Seagoville, Texas, authorizing the City Manager to execute a Professional Services Agreement between the City of Seagoville and Hypercore Networks for a two year contract providing Fiber Internet Service at three City of Seagoville locations and Coax Internet at one location, which is attached hereto and incorporated herein as Exhibit A, providing for a repealing clause; providing for a severability clause; and providing an Library Director Gant stated this Resolution approves a Professional Services Agreement between the City of Seagoville and Hypercore Networks for a two contract providing Fiber Internet Service at three City of Seagoville locations and Coax Internet at one location.
