fiaole MINUTES OF CITY COUNCIL REGULAR SESSION JUNE 26, 2023 The Regular Session of the City Council of the City of Seagoville, Texas was called to order at' 7:00 PM on Monday, June 26, 2023, at City Hall, 702 N. Hwy 175, Seagoville, Texas with a quorum present, to wit: Lackey Stepper Sebastian Mayor Harold Magill Rick Howard Jose Hernandez Allen Grimes Jon Epps Mayor Pro-Tem Councilmember Councilmember Councilmember Councilmember The following staff members were also present: City Manager Patrick Stallings, Assistant City Manager Cindy Brown, Police Chief Ray Calverley, Finance Director Gail French, Community Development Director Bill Medina, Public Works Director Chris Ryan, City Attorney Victoria Thomas, and Interim City Secretary Melinda Welsh. Invocation - The invocation was provided by Former Mayor Dennis K. Childress Pledge of Allegiance - The Pledge of Allegiance was led by Mayor Sebastian Routine Announcements, Recognitions, and Proclamations Mayor Sebastian presented a plaque to outgoing Mayor Dennis K. Childress and stated Mr. Childress has done a great deal of work for the city, has done an honorable job, and the city Mayor Sebastian presented a plaque to outgoing Councilmember Mike Fruin and thanked him for his outstanding work and the many) years he served the city, appreciates everything Mr. Fruin Mayor's Report - Mayor Sebastian stated it has been an honor to try and follow in the footsteps ofMr. Childress, has been more difficult than he thought, appreciates everything Mr. Childress Citizens Public Comment Period - This portion of the meeting is to allow each speaker up to. six (6) minutes to address the council on items not posted on the current agenda. Council may not discuss these items but may respond with factual data or policy information or place the item on appreciates Mr. Childress very much) for his many. years ofservice. has done. has done and has been a wonderful mayor. Stephen Jackson, 15920 Seagoville Rd, addressed Council and stated he is the Athletic Coordinator and Head Football Coach for Seagoville High School and is here to say congratulations to all the new elected officials voted in but is also here to represent Seagoville High School and say how much Councilmember Allen Grimes is appreciated. Councilmember Grimes is newly appointed but has done sO much for the school. Mr. Jackson stated he would like to continue to build in Seagoville, will be his. second year at Seagoville High School, left about five years ago but came back and knows how special this place can be, is because oft people like Mayor, Council, and Staff and all that give their time and effort and would like to continue that push forward for the kids. There are a number of activities for the youth coming up. Mr. Jackson reported offering a Little League youth camp that will be at no cost, he and the football staffwill do a cheerleading camp, and. several things with SYSA (Seagoville Youth Sports Association). He stated he would like to say thanks for all the city does for the school and hopefully can continue to work this relationship together sO that each can build some things in Seagoville that will benefit the kids. Receive presentation of City of Seagoville's Comprehensive Annual Financial Report Finance Director Gail French and Mike Brooks with BrooksWatson & Co. presented the City of Seagoville 's Comprehensive Annual Financial Report for Fiscal Year 2022. Finance Director French stated that the city received an unmodified opinion which is the best you can have. 2. Discuss and consider selection of Mayor Pro-Tem for 2023-2024. for Fiscal Year 2022.
