Gaganle  MINUTES OF CITY COUNCIL REGULAR SESSION FEBRUARY 6, 2023  The Regular Session of the City Council of the City of Seagoville, Texas was called to order at 7:00 p.m. on Monday, February 6, 2023, at City Hall, 702 N. Hwy 175, Seagoville, Texas  with a quorum present, to wit:  Dennis Childress Harold Magill Jose Hernandez Rick Howard Mike Fruin Jon Epps  Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Councilmember  The following staff members were also present: City Manager Patrick Stallings, Police ChiefRay Calverley, Public Works Director Chris Ryan, City Attorney Victoria Thomas, Finance Director  Gail French, and City Secretary Kandi Jackson.  Invocation - Invocation was led by Mayor. Pro Tem Magill. Pledge of Allegiance Pledge of Allegiance was led by. Mayor Childress.  Mayor's Report - None.  Citizens Public Comment Period- This portion of the meeting is to allow each speaker up to. six (6) minutes to address the council on items not posted on the current agenda. Council may not discuss these items but may respond with factual data or policy information, or place the item on aj future agenda. Citizens wishing to speak on posted agenda items will be called upon at that time. Anyone wishing to speak shall submit a Speaker Request Form to the Nelda Villacana at 814. Hall Road, stated that she felt like the leak at Hall Road and. Johnnie Row was worse today. She also stated the wheels on the new trash carts are not rolling properly. Conduct a public hearing adopting a curfew for juveniles as part of the Code of Ordinances of the City ofSeagoville, by adding new Sections 13.06.031 through 13.06.035 to Chapter 13, "Offenses and Nuisances", Article 13.06, "Minors", Division 2, "Curfew"  water leak on Hall Road and. Johnnie Row.  (Police Chief)  Mayor Childress opened the public hearing at 7:56 p.m.  Police Ch/Caherleyeplained that this is ai useful tool for the Police Deparimentconcerming  juveniles.  Mayor Childress closed the public hearing at 7:58 p.m.  8. Mayor Pro Tem Magill stated he would like an item concerning possible ways for citizens to  pay their utility bills when City Hall is closed. 11.
