Gisodle  MINUTES OF CITY COUNCIL REGULAR SESSION MARCH 16, 2020  The Regular Session of the City Council of the City of Seagoville, Texas was called to order at 7:16 p.m. on Monday, March 16, 2020, at City Hall, 702 N. Hwy 175, Seagoville, Texas  with a quorum present, to wit:  Dennis Childress Jon Epps Jose Hernandez Rick Howard Harold Magill Mike Fruin  Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Councilmember  The following staff members were also present: City Manager Patrick Stallings, Police ChiefRay Calverley, Community Development Director Ladis Barr, City Attorney Victoria Thomas, Fire Chief Todd Gilcrease, Health Inspector Jimmy Stephens, Director of Administrative Services  Cindy Brown, and City Secretary Kandi Jackson.  Invocation - Invocation was led by Councilmember Magill. Pledge of Allegiance - Pledge of Allegiance was led by Mayor Childress.  Mayor's Report - Mayor Childress stated to keep. your mind at ease during this time read 2 Citizens Public Comment Period- This portion of the meeting is to allow each speaker up to six (6) minutes to address the council on items not postedon the current agenda. Council may not discuss these items but may respond with) factual data or policy information, or place the item on a, future agenda. Citizens wishing to speak on posted agenda items will be called upon at that time. Anyone wishing to speak shall submit a Speaker Request Form to the  Chronicles 7:14 tonight.  City Secretary. None. Discuss and consider nominating a member for Place Six (6) on the STAR Transit City Secrelary.Jackson. stated: STAR Transit currently has a vacancy for Place Six (6) on their Board of Directors as an unexpired term ending August 31, 2022. Under their current ByLaws, the nomination, process is open to the entire service area. STAR Transit is accepting nominations from any official elected to public office in the STAR Transit area, or any identified member of the public who has established residency in the STAR Transit Service Area. If there are nominations from the City of Seagoville, STAR Transit is requesting a nomination to the Board of Directors and an Associate. Alternate. After all ofthej forms have been received by. STAR Transit, the Nominations Committee will review the nominations and make a recommendation to the Board of Directors. She also stated a copy of STAR Transit ByLaws has been provided andi the meetings are held on the 3rd Tuesday every month at 2:00 Mayor Pro Tem Epps nominated Councilmember Fruin as the Primary Board Member Councilmember Hernandez nominated Councilmember Howard as the Alternate Member 3. Discuss and consider a Resolution of the City of Council of the City of Seagoville, Texas authorizing Anderson Asphalt & Concrete Paving to provide asphalt repair work on Georgia Lane for compensation in an amount not to exceed Eighty Three Thousand Four Hundred Eighty Five Dollars and Forty Cents ($83, 485.40) as set forth in Exhibit A, attached hereto and incorporated herein; authorizing the City Manager to execute any and all necessary documents; and providing an effective date Inz response to a question by Mayor Childress, City Attorney. Childress in response to concerns related to the Coronavirus Disease 2019 (COVID-19) and consenting to continuation of the Declaration ofLocal Disaster and the Associated Control Order or entry of an amended control order by Council, for a period of time greater than seven days; providing for the repeal of any and all Resolutions in conflict; providing for severability clause; and providing an Imake ai motion to ratify the Declaration ofLocal State ofDisaster and consent to the extension andj further to amendi the associatedcontrol. order issuedi today by Dallas County, andi to extend it for the duration of Dallas County Control Order and any extension of Dallas County's Control Order Epps, seconded. by Howard; motion passed with all ayes. 5/0 8.
