Discuss the financial impact ofthe Partial Federal Shutdown on the City's Waterand Finance Director Harvey stated the Partial Federal Shutdown has effected the City of Seagoville 's Water Sewer Budget. He stated the Seagoville Federal Correctional Institution is in arrears on their water bill of about Two Hundred Thirty-Eight Thousand Dollars City Manager Stallings stated he has been in contact with the warden and the warden believes the City of Seagoville will receive all monies owed to them within the next three (3) weeks. He also stated the City of Seagoville will not shut their water off due to nonpayment from the 4. Receive a presentation from Texas Department of Transportation (TxDOT) Jason Mashell, Dallas County Area Engineer for Texas Department of Transportation (TxDOT) explained the project that is inj progress on U.S. Highway 175. He stated TxDot is in the process ofi repairing the potholes on U.S. Highway 175 and repairing the corrosion of the Councilmember Magill stated there are two (2) areas on the frontage road of U.S. Highway 175 that are dangerous because water stands after a rainfall. He stated both areas are on the westbound side ofU.s. Highway 175. One area is inj front of the Murphy Gas Station and the other area is the exit to Seagoville Road. Jason Mashell stated he will try to have those areas In response to a question from Councilmember Hernandez, Jason Mashell stated the overall fiscal year ended September 30, 2018 (Finance Director) 2018. Sewer Budget (Finance Director) ($238,000.00). Partial Federal Shutdown. concerning construction on U.S. Highway 175 (Jason Mashell) embankments. addressed while TxDOT is working in Seagoville. completion date is projected, for September 2019. 2 Seagoville City Council Regular Session January 28, 2019 Councilmember Hernandez stated there was a project to install lighting along U.S. Highway 175 and it stopped at Stark Road. He asked ift that job could be brought back to active status and finish installing lights at the exit ramps. Jason Mashell stated he will follow-up on the Councilmember Hernandez stated the U.S. Highway 175 gets congested. in the mornings and starts backing up. from Highway 20. He asked if any studies had been performed, for traffic patterns that might include expansion. Jason Mashell stated he checked with Advanced Planning and there are no. feasibility studies in this area at this time. He also stated the City ofs Seagoville can send him a letter requesting an updated, feasibility study to have the study Councilmember Hernandez stated. Rockwall County and Kaufman County designated Malloy Bridge Road as a Farm to Market. He stated the designation causes it to become a State Highway. Barr. stated the International Code Council (ICC) took cover Building Officials Code Administrators (BOCA) and Southern Building Code Congress International (SBCCI) and converted everything into one international code. He stated every three (3) years codes are revised and brought before North Central Texas Council of Governments (NCTCOG). He stated. ICC is based in Washington D.C. and they published the 2018 codes on August 31, 2017.. He stated. NCTCOG completed their revisions in October of 2018. He stated these amendments came to Seagoville for revisions toj fit the CityofSeagoville and these are what Council is being asked to adopt at this Council Meeting. He also stated all codes go through) professional engineers, American Homebuilders Association, and numerous organizations for review before NCTCOG reviews them. He also stated the professional engineers that review the codes are engineers, for that specific field ofwork. He stated less than twelve (12) did not receive eyeglasses but chose to go to a lab for eyeglasses; while all others received eyeglasses.
