STATE OF TEXAS CITY OF SEAGOVILLE COUNTY OF DALLAS/COUNTY OF KAUFMAN CITY OF SEAGOVILLE CITY COUNCIL MINUTES The City Council of the City of Seagoville met in a Regular Meeting on Thursday, April 2, 2009 beginning at 7:30 p.m. in the Council Chambers of City Hall, 702 N. Highway 175, Seagoville, Texas, with the following members present: Mayor Mayor Pro Tem Council Member Council Member Council Member Sidney M. Sexton, Jr. Brenda Thompson Harold Magill Jose Hernandez Carl Polnac Council Member Marshall Green was absent the meeting. Mayor Sexton announced that her absence is an excused absence. The following City staff members were present: City Manager Assistant City Manager Chief of Police Finance Director SEDC President City Secretary Denny Wheat Mike Hitt Pat Stallings Joe Stegall Carlos Vigil Sheila Martin Janie Willman City Manager Executive Assistant Mayor Sexton called the meeting to order at 7:30 p.m. and delivered the invocation. The City Council led the Pledge of Allegiance. PRESENTATION/PROCLAMATIONS) There were no Presentations or Proclamations SPEAKERS There were no persons to speak before the Council. CONSENT AGENDA 1. Consider approval of the minutes of the March 19, 2009 City Council Meeting. Motion: Harold Magill made a MOTION and Jose Hernandez SECONDED to approve, as presented, the items on the Consent Agenda. Consider Adopting Resolution No. 21-09, Approving the Terms and Conditions of the Wrecker/Towing Agreement, and Authorizing the City Manager or Designee to Execute Such Agreement by and Between the City of Seagoville and the Qualified Wrecker/Towing Provider; and Providing an Effective Date. Motion: Brenda Thompson made a MOTION and Harold Magill SECONDED Vote on the motion: Passed unanimously by a vote of 4 ayes-0 nays. 1. Consider Ordinance No. 03-09 Amending the Code of Ordinances that Would Regulate the Sale of Valuable Metals to Secondary Metal Recyclers. Motion: Carl Polnac made a MOTION and Harold Magil SECONDED to Vote on the motion: Passed unanimously by a vote of 4 Ayes-0 nays. 2. Consider Ordinance No. 04-09 of the City of Seagoville, Texas, Amending the Code of Ordinances by Amending Chapter 17, Traffic, Section 17.03.085, Speed Limits on Specific Streets, to Provide the Established Maximum Prima Facie Speed Limits for Ballard Road, Combine Road, East Bluff Road, Farm to Market Road 1389, South Kaufman Street, and U.S. Highway 175 Including Motion: Jose Hernandez made a MOTION and Carl Polnac SECONDED to Vote on the motion: Passed unanimously by a vote of 4 Ayes-O nays. toa approve Resolution No. 21-09. approve Resolution No. 19-09. There were two persons to speak before the Council: John Plowers 703 Shady Brooke Lane, addressed the City Council to compliment Code Enforcement Officer Jeff Swaggerty's strong customer service orientation. Mr. Plowers stated he has been working with Mr. Swaggerty since January 27, 2009, and that Mr. Swaggerty has kept his promise to bring his neighborhood up to code, and has improved the appearance of Mr. Plower's neighborhood. Mr. Plowers stated the City needs Melvin Santiago, 507 Glen Cove, addressed the City Council to ask if the more employees like Jeff Swaggerty. Council had plans to adopt a Smoking Ordinance. FUTURE AGENDAI ITEMS 5. Future Agenda Items. Council Member Polnac asked for a future Agenda Item on the Youth Curfew Ordinance. City Manager replied the Youth Curfew Ordinance is being scheduled for a future Council Agenda. EXECUTIVE SESSION 7. The City Council convened into closed Executive Session at 7:59 p.m., with all Council Members except Council Member Marshall Green who is not present at tonight's City Council meeting, pursuant to Texas Local Government Code, Section 551.071 (a) and (b) to discuss and deliberate with the City Attorney the following pending matter in litigation or matters involving attorney-client privilege; to - City of Seagoville V. Edwin Shields and Ruby Shields, d/b/al The City Council reconvened into Regular Session at 8:10 p.m. and considered taking action on matters discussed in closed Executive Session. Texas Our Home, Inc., No Action Was Taken During Executive Session. ADJOURN 8. Adjourn.
