Finance Director Tan Beatty, Utilities Director Phil DeChant, Library Director Liz Gant, Community Development Director Ladis Barr, HR Director /1 Risk Manager Cindy Brown, Fire Chief Todd Gilcrease, Training Officer James Allen, Police Chief Ray Calverley, Captain Steve Davis, Support Services Manager Christine Dykes, SEDC Director Kirk ITEM 1. Finance Director Harvey provided a presentation on the preliminary proposed Fiscal Year 2016-2017 budget including: General Fund revenues and expenditures; property tax rates; sales tax; licenses, permits and fees; proposed increases; and Staff provided presentations on the  Clennan, City Attorney Alexis Allen and City Secretary Dara Crabtree.  proposed Increased Service Levels.
