Giaganle MINUTES OF CITY COUNCIL WORK SESSION NOVEMBER 5, 2018 The Work Session of the City Council of the City of Seagoville, Texas was called to order at 6:30 p.m. on Monday, November 5, 2018, at City Hall, 702 N. Police Department & Animal Control Quarterly Update - Police Chief City Manager Stallings invited Police Chief Calverley to present to Council concerning the Third Quarter Statistics for the Police Department and Animal Police Chief Calverley reviewed the Third Quarter Statistics for Animal Control Jackson. Discuss and consider a Resolution of the City of Seagoville, Texas, authorizing the City Manager to execute an agreement with Halff Associate, Inc. for professional services on a task order basis; and approving task order authorization No. #1 for general on-call consultation services related to incorporating the City's GIS Maps for its utilities into the City Works Software platform, and general on-call water and waste-water engineering service in an amount not to exceed $30,000.00; providing an effective date (Water Utilities) 3. Discuss and consider approving a Resolution of the City of Seagoville, Texas, authorizing the City Manager to execute an agreement with Halff Associates, Inc. for professional services on a task order basis; and approving task order authorization No. #1 for assistance with the City's Storm Water Management Plan in an amount not to exceed $29,400.00; and providing an effective date City Manager Stallings explained Regular Session Agenda Items #2 and #3 are agreements with Halff Associates, Inc. that the City of Seagoville has approved in the past. Both agreements are on a Task Order Basis and allows City Staff to utilize Halff Associates, Inc. for professional engineering needs. He also stated Regular Session Agenda Item #2 is for general on-call water and waste-water engineering services, while Regular Session Agenda Item #3 is for the City's Councilmember Hernandez asked if the money, for these two (2) agreements was approved in the budget. She stated the residents requested a rezone from LM, Light Manufacturing to R-5, Residential Single Family. She also stated 307 N. Watson must be rezoned first and then 100 Ward Street, 410 Peck Street, and 7 No Name Street before 301 North Watson Street because it could be Junior Planner Bonner stated 407 West Simonds Road is a separate piece of property that the owner is requesting be rezoned from R-5, Residential Single Family, to LM, effective date (Junior Planner) Manufacturing, zoning district (Junior Planner) considered spot zoning ifit were not completed in that order. Discuss and consider approving a Resolution of the City of Seagoville, Texas, appointing Janice Mckee as Presiding Municipal Court Judge for a two-year term; providing for the repeal of all resolutions in conflict; providing a severability clause; and providing an effective date (City Attorney) 13. Discuss and consider approving a Resolution of the City of Seagoville, Texas, reappointing Kimberly Lafferty as Associate Municipal Court Judge for a two- year term; providing for the repeal of all resolutions in conflict; providing a severability clause; and providing an effective date (City Attorney) 14. Discuss and consider approving a Resolution of the City of Seagoville, Texas, appointing Cathy Penn as an Alternate Associate Municipal Court Judge commencing on November 17, 2018 through December 23, 2018; providing for the repeal of all resolutions in conflict; providing a severability clause; and City Manager Stallings stated Regular Session Agenda Items #12, #13, and #14 were all contracts concerning the Municipal Judges and could be discussed during providing an effective date (City Attorney) Regular Session. 15. Discuss and consider a Resolution of the City of Seagoville, Texas appointing member to initial 9-1-1 District Board; providing for the repeal of any and all Resolutions in conflict; providing for severability clause; and providing an Police Support Services Manager Wirth explained to Council this is for an initial 9-1-1 District Board formed by North Central Texas Council of Governments (NCTCOG) that manages our 9-1-1 system. NCTCOG receives monies collected, from the use of cell phones to. fund the management operations. NCTCOG would like to form a district board and set perimeters for the operations. This Resolution will form the initial 9-1-1 District Board that will meet one time to determine permanent members and set the perimeters for that board. She also explained the City of Seagoville is a member city sO NCTCOG invited us to appoint an elected official to serve on the initial board. She also stated after the initial meeting of the board the appointed elected official would be able to determine their desire to continue as a City Manager Stallings stated. NCTCOG invites all member cities to have a voice in effective date (Police Support Services Manager) member. the process. No questions. 5 Seagoville City Council Work Session November 5, 2018 16. Discuss and consider remanding to the Planning & Zoning Commission side yard or setback language for lots in all single-family residential zoning districts City Manager Stallings stated this is a formality to remand to the Planning & Zoning Commission the side yard or setback language for lots in all single-family residential (Junior Planner) zoning districts. No questions. 17.. Approval of Resolution No. 52-R-2018 approving an Amendment to the Professional Services Agreement with C&M Concrete to provide for additional scope of services to the emergency repairs on Seagoville Road in an amount not to exceed $43,550.00 and authorizing the City Manager to execute said City Manager Stallings statedCaMConcrete have been working on Seagoville Road. He stated there are a few other areas that the City would like to have repaired this year and this Resolution would allow for the additional repairs this year.
