STATE OF TEXAS CITY OF SEAGOVILLE COUNTY OF DALLAS/ICOUNTY OF KAUFMAN CITY OF SEAGOVILLE CITY COUNCIL MINUTES The City Council of the City of Seagoville met in a Regular Meeting on March 5, 2009 beginning at 7:30 p.m. in the Council Chambers of City Hall, 702 N. Highway 175, Seagoville, Texas, with the following City Council Members present: Mayor Mayor Pro Tem Council Member Council Member Council Member Council Member Sidney M. The City Council led the Pledge of Allegiance. PRESENTATION/PROCLAMATION(S): Poison Prevention Week Proclamation = Mayor Sexton read a proclamation setting March 15-21, 2009 as Poison Prevention Week in the City of Seagoville. SPEAKERS The following persons addressed the City Council: City Council Regular Meeting Minutes March 5, 2009 Page 2of4 Ms. Sherry Ramsey, 310 Shady Wood, Seagoville, addressed the City Council. She and a group of boy scouts accompanying her came to speak on behalf building a skateboard park in the City of Seagoville. She cited concerns with liability and safety saying she visited two other skateboard parks in Dallas and Rowlett. She indicated there were no issues with safety or liability at those parks. She informed the Council that she and the boy scouts would like to be part of the group involved in helping to explore the design work, etc., in building a skateboard park in the City. She concluded her remarks saying that the liability is a whole lot Mr. Riley Chambers, 1603 Parkhaven Drive, Seagoville, addressed the City Council. He came forward to reiterate what Ms. Ramsey said before him. He agreed that it is better to have youth in a controlled environment than on the streets. He indicated he visits and skates with his son at parks in the cities of Dallas and Allen, seeing no issues of liability or safety at either park. less with boys skating in a park than skating in the street. Vote on the motion: Motion passed unanimously by 5 ayes-0 nays. ITEMS FOR INDIVIDUAL CONSIDERATION PUBLIC HEARINGS There were no public hearings scheduled. ACTION ITEMS 3. Consider Resolution No. 15-09 Authorizing the Mayor to Sign a Contrct with Atlas Enterprises, Inc. to Provide a Fireworks Show for the Fourth of July Motion: Harold Magill made a MOTION and Marshall Green SECONDED to Vote on the motion: Motion passed unanimously by 5 ayes-0 nays. Motion: Brenda Thompson made a MOTION and Carl Polnac SECONDED to Vote on the motion: Motion passed unanimously by 5 ayes-O nays. 6. Consider Resolution No. 17-09 Authorizing the Mayor to Sign an Interlocal Agreement with the Greater Dallas-Fort Worth Regional Law Enforcement Motion: Carl Polnac made a MOTION and Jose Hernandez SECONDED to Vote on the motion: Motion passed unanimously by 5 ayes-0 nays. Bruce/Central Park. approve Resolution No. 16-09. Mutual Aid Task Force. approve Resolution No. 17-09. CITIZENS COMMENTS 7. No one addressed the City Council. FUTURE AGENDAITEMS 8. Future Agenda Items. Council Member Harold Magill identified as a safety issue the effect of open curb lane on Seagoville Road as being dangerous because drivers are going into the opposite lane at high rates of speed because there is not posted speed limit. He asked the City Manager to look into the situation. EXECUTIVE SESSION 9. The City Council convened into closed Executive Session at 8:45 p.m., with all Council Members present, pursuant to Texas Local Government Code, Section 551.074, Personnel Matters, to deliberate the appointment, employment, evaluation, reassignment, or duties of a public officer; to-wit City Secretary.
