Gragoule  MINUTES OF CITY COUNCIL REGULAR SESSION APRIL 6,2020  The Regular Session of the City Council of the City of Seagoville, Texas was called to order at' 7:02 p.m. on Monday, April 6, 2020, at City Hall, 702 N. Hwy 175, Seagoville, Texas with  ac quorum present, to wit:  Dennis Childress Jon Epps Jose Hernandez Rick Howard Harold Magill Mike Fruin  Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Councilmember  The following staff members were also present: City Manager Patrick Stallings, Police ChiefRay Calverley, Community Development Director Ladis Barr, City Attorney Victoria Thomas, Fire  ChiefTodd Gilcrease, and City Secretary Kandi Jackson. Invocation - Invocation was led by Councilmember Magill. Pledge of Allegiance - Pledge of Allegiance was led by Mayor Childress.  Mayor's Report - None.  Citizens Public Comment Period- This portion of the meeting is to allow each speaker up to six (6) minutes toaddress the council on items not posted ont the current agenda. Council may not discuss these items but may respond with factual data or policy information, or place the item on aj future agenda. Citizens wishing to speak on posted agenda items will be called upon at that time. Anyone wishing to. speak shall: submit a Speaker Request Form to the  City Secretary. None. Discuss and consider a Resolution of the City of Seagoville, Texas, approving the purchase of a 2020 Pierce Enforcer PUC/Pumper Engine in an amount not to exceed Six Hundred Ten Thousand Nineteen Dollars and Five Cents (S610,019.05); approving the proposed financing structure for said purchase as set forth in thel letter from Government Capital, which is attached hereto and incorporated herein as Exhibit "A"; authorizing the City Manager to execute any and all necessary documents; and providing an effective Motion to approve a Resolution of the City of Seagoville, Texas approving the purchase of a 2020. Receive an update from Republic Services with regard to COVID-19 response and Republic Services Representative Mota provided an update on the services provided by Republic Services during the pandemic. She explained more residents are using their recycle carts for trash, therefore, Republic Services will just handle the recycle as being trash. 7. Receive an update from City staffwith regard to COVID-19 (Fire Chief) Fire ChiefGilcrease provided an update concerning the number of cases locally. Mayor Childress stated the Health Insurance Portability and Accountability Act (HIPAA) prevents Stafffrom having information concerning any cases ini the City ofSeagoville.  and masks.
