Highway 175, Seagoville, Texas, with the following members present: Mayor Mayor Pro Tem Council Member Council Member Council Member Council Member Sidney M. The City Council led the Pledge of Allegiance. PRESENTATION/PROCLAMATIONS) On behalf of the City Council Mayor Sexton read Proclamations recognizing Police Captain Ray Calverley and Police Communications Supervisor Christine Dykes into the record. Captain Calverley and Ms. Dykes also received plaques of appreciation. SPEAKERS There were no persons to speak before the Council. CONSENT AGENDA Council Meeting 1. Consider Resolution No. 51-10 Authorizing the Mayor to Sign a Mutual Aid Contract with the North Central Texas Council of Governments (NCTCOG), for Emergency Services Related to the North Central Texas Regional 3. Consider Ordinance No. 17-10 Annexing Two Road Segments to wit., Malloy 4. Consider Resolution No. 53-10 Modifying Council's Established Meeting Schedule by Considering Items Scheduled for December 2 2010, and December 16, 2010 on December 9, 2010, in effect Cancelling the December Motion: Carl Polnac made a MOTION Harold Magill SECONDED to approve, Telecommunicators Emergency Response Task Force Bridge Road and Bowers Road. 2, 2010 and December 16, 2010 Meetings Consent Agenda Items 1-4 as presented. Consider Resolution No. 52-10 Ratifying a Seagoville Economic Development Corporation (SEDC) Project Agreement with Rodney Huddleston for the Purchase of Real Property Located at 1920 N. Hwy 175, Seagoville, Texas in Motion: Harold Magill made al MOTION and Brenda Thompson SECONDED to an Amount Not to Exceed $108,000.00 approve Resolution No. 52-10 as presented. Vote: 5-Ayes O-Nays 6. Consider a Resolution No. 54-10 Extending the City's Solid Waste Contract with Republic Services for an Additional Five (5) Years and Switching to Motion: Brenda Thompson made a MOTION and Carl Polnac SECONDED to Automated Pick-up approve Resolution No. 54-10 as presented. Vote: 5Ayes ONays Brenda Thompson, Carl Polnac and Harold Magill thanked Republic Services representatives for their work on behalf of city. At Peggy Day's request, Mayor Sexton explained that Republic delayed the annual CPI rate increase because City Council Regular Meeting Minutes November 18, 2010 Page 3of4 the City and Republic were in contract negotiations. The CPI rate increase will take effect in February 2011 - the new rate will be $12.25 cents. Lee Landess asked if there is money budgeted for cleaning-up after bad weather. Mike Hitt said it would be difficult to budget a dollar amount, but that 7. Smoking Ordinance Discussion = Peggy Day requested an agenda item to discuss adopting a Smoking Ordinance stating concerns about the effect of second-hand smoke and poor ventilation in some restaurants. Discuss Establishing a Library Facilities Advisory Committee -Mayor Sexton requested an agenda item to discuss establishing a Library Facilities Sexton - Requested this agenda item to start to lay the groundwork for Seagoville at build-out. Wants the Council to consider discussing library needs in a Town Hall Meeting. Would like to have each Council member to Magill - Have not received calls favoring a library committee. A fire station is needed. Wants to address police, fire, streets, sewer needs first. Table library Landess - Agrees - doesn't want to create expectations that can't be fulfilled. CITIZEN COMMENTS John Claire, 703 Shadybrook addressed the Council saying Denny's (restaurant) is terrible because of the smoke. Appreciates tonight's discussion on smoking ordinance. FUTURE AGENDA ITEMS 9. Future Agenda Items. Harold Magill - After retail conference, City needs to look at offering more tax abatements. Also: look at lighting on Pulte Road and status on paving Cundiff Street.
