Hwy 175, Seagoville, Texas with a quorum present, to wit: Dennis Childress Jon Epps Jose Hernandez Rick Howard Harold Magill Mike Fruin Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Councilmember Absent The following staff members were also present: City Manager Patrick Stallings, Police Chief Ray Calverley, Community Development Director Ladis Barr, City Attorney Victoria Thomas, Director of Administrative Services Cindy Brown, and City Secretary Kandi Jackson. A. Discuss Regular Session Agenda Items 1. Discuss and consider approval of a Resolution of the City of Seagoville, Texas, authorizing the Mayor to execute the Dallas Area Household Hazardous Waste Network Interlocal Agreement Amendment No. 2 between the City of Seagoville and Dallas County, from October 1, 2019 until September 30, 2020; and providing an effective date (Community Development Director) Community Development Director Barr stated this Resolution allows for the Dallas Area Household Hazardous Waste Network Interlocal Agreement Amendment No. 2 between the City of Seagoville and Dallas County, from October 1, 2019 until Councilmember Fruin asked if there was a price increase. Community Development Director Barr stated there is an increase of One Thousand Four Hundred Thirty- September 30, 2020. Three Dollars (S 1,433.00). Conduct a public hearing on a request to amend from Planned Development- Ord 500 (PD-Ord 500) to Planned Deyelopment-19-01 Amended (PD-19-01A1) to provide for the construction of fire station on approximately 5.5tacres located on the north side of East Simonds Road at its intersection with East Farmers City Manager Stallings stated this Ordinance is to amend the zoning. for the Fire Road (Community Development Director) Station #2 property and he asked ifthere were any questions. No questions. 6. Conduct a public hearing on an amendment to the City of Seagoville Zoning Ordinance, Division 15. Local Retail District Regulations, Section 25.02.351, "Use Regulations", and Division 26, Special Uses, Section 25.02.631, "Uses which may be authorized by Ordinance", by repealing the size reference contained therein for a grocery store, restaurant, and convenience store/mini Councilmember Hernandez stated this Ordinance was put in place as a buffer for convenience stores that sale alcohol and are close in location. He also stated he has noj problem as long as that portion of the Ordinance does not change. City Manager Stallings stated this only changes the Special Use Permits (SUP)for 8. Discuss and consider an Ordinance of the City Council of the City of Seagoville, Texas, approving a negotiated settlement between the Atmos Cities Steering Committee ("ACSC") and Atmos Energy Corp., Mid-Tex Division regarding the company's 2019 rate review mechanism filing; declaring existing rates to be unreasonable; adopting tariffs that reflect rate adjustments consistent with the negotiated settlement; finding the rates to be set by the attached settlement tariffs to be just and reasonable and in the public interest; approving an attached Exhibit establishing a benchmark for pensions and retiree medical benefits; approving an attached Exhibit regarding amortization of regulatory liability; requiring the company to reimburse ACSC's reasonable ratemaking expenses; determining that this ordinance was passed in accordance with the requirements of the Texas Open Meetings Act; adopting a savings clause; declaring an effective date; and requiring delivery of this ordinance to the company and the.
