Giasanle  MINUTES OF CITY COUNCIL REGULAR SESSION AUGUST 20, 2018  The Regular Session of the City Council of the City of Seagoville, Texas was called to order at 7:00 p.m. on Monday, August 20, 2018, at City Hall, 702 N. Hwy 175, Seagoville, Texas  with a quorum present, to wit:  Dennis Childress Jon Epps Jose Hernandez Rick Howard Harold Magill Mike Fruin  Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Councilmember:  The following staff members were also present: City Manager Patrick Stallings, Police Chief Ray Calverley, City Attorney Alexis Allen, Finance Director Patrick Harvey, Director of  Administrative Services Cindy Brown, and City Secretary Kandi Jackson.  Invocation - Invocation was led by Mayor Childress.  Pledge of Allegiance - Pledge of Allegiance was led by Mayor Childress.  Mayor's Report - Mayor Childress stated the Health Fair will be September 26, 2018from 10:000 a.m. to 2:00 p.m. and Leadership Seagoville will be held every Thursday night beginning Citizens Public Comment Period- This portion of the meeting is to allow each. speaker up to six (6) minutes to address the council on items not postedon the current agenda. Council may not discuss these items but may respond with) factual data or policy information, or place the item on a, future agenda. Citizens wishing to speak on posted agenda items will be called upon at that time. Anyone wishing to speak shall submit a Speaker Request Form to the Robin. Discuss and consider the appointment of two (2) members of the community to the City Secretary Jackson stated the Downtown Corridor Advisory Group held the first meeting on Tuesday, August 14, 2018 with five (5)ofthe ten (10) appointees in attendance. Stafffelt it in the best interest of the group to appoint two (2) alternates. She also stated Elsa Morales and Robert Knight would like to serve as alternates on the Downtown Motion to appoint the two (2) applicants to the Downtown Corridor Advisory Group 3. Conduct a public hearing to receive citizen input on the proposed tax rate of $0.743800 per $100 valuation, which exceeds the effective tax rate calculated by the Dallas County Tax Assessor/Collector of $0.691994 or 7.49%. This rate will raise more revenue from property taxes than last year's budget by an amount of $524,043  Downtown Corridor Advisory Group (City Secretary)  Corridor Advisory Group. This budget will raise more property taxes than last year's budget by $524,043 or 11.47%, and of that amount, $208,100 is tax revenue to be raised from new property added to the tax roll this year (Finance Director)  Mayor Childress opened the public hearing at 7:08 p.m.  No one spoke for or against.
