Discuss and consider approving an Ordinance of the City of Seagoville, Texas amending the Code of Ordinance by amending Chapter 19, "Utilities", Article 19.02, "Solid Waste", Division 1, "Generally", at Section 19.02.007(a) to provide requirements for storage of solid waste receptacles; providing a repealing clause; providing a savings clause, providing a severability clause; providing for a penalty of fine not to exceed the sum of Five Hundred Dollars ($500.00) for each offense; and providing for an effective date (Councilmember Councilmember Howard explained that this Ordinance would allow for the storage of solid waste receptacles. After some discussion, Council decided to allow for the receptacles to be stored behind the City righi-ofway by 10:00 a.m. the dayfollowing 7. Discuss and consider approving a Resolution of the City Council of the City of Seagoville, Texas authorizing the City Manager to engage C&M Concrete for concrete repairs to Shadybrook Lane and North Kaufman Street in an amount not to exceed One Hundred Six Thousand Two Hundred Fifty Dollars and Fifty Cents ($106,250.50) through a City ofLancaster Master Interlocal Agreement; authorizing the City Manager to execute an agreement or any documents necessary for the work to be performed; and providing an effective date (Public Community Development Director Barr stated this Resolution authorizes the City Manager to engage C&M Concrete for concrete repairs to Shadybrook Lane and North Kaufman Street in an amount not to exceed One Hundred Six Thousand Two Hundred Fifly Dollars and Fifly Cents ($106,250.50) through a City of Lancaster 8. Discuss and consider approving a Resolution of the City Council of the City of Seagoville, Texas approving an agreement for professional engineering services on a defined scope of services basis ("*Agreement") with Halff Associates, Inc. for the purpose of providing an emergency preparedness plan (EPP) in an amount not to exceed Fourteen Thousand Fivel Hundred Dollars and Zero Cents ($14,500.00); authorizing the City Manager to sign; and providing an Community Development Director. Discuss and consider approving an Ordinance of the City of Seagoville, Texas, amending the Code of Ordinances by amending Chapter 11, "Health and Sanitation", by adding a new Article 11.05 "Multi-Family Licensing and Inspection"; providing a repealing clause; providing a savings clause; providing aseverability clause; providing for a penalty of fine not to exceed the sum of two thousand dollars ($2,000.00) for each offense; and providing for an effective date City Attorney Morris stated this Ordinance shifis the burden of inspection multi- family dwellings to the owners of the properties. She explained the requirements of Councilmember Hernandez asked if anyone would be grandfathered in under this Ordinance. City Attorney Morris stated no one would be grandfathered but new construction would not be required toj perform the inspections the first year. 16. Discuss and consider approving a Resolution of the City Council of the City of Seagoville, Texas amending the master fee schedule to add applicable fees related to multi-family licensing and inspection; providing a savings clause, providing a severability clause; and providing an effective date (Mayor Pro' Tem City Manager Stallings stated this Resolution provides for the fees associated with Item #15 concerning the Mulit-Family Licensing and Inspection.
