Hwy 175, Seagoville, Texas with a quorum present, to wit: Dennis Childress Jon Epps Rick Howard Harold Magill Mike Fruin Jose Hernandez Mayor Mayor Pro Tem Councilmember Councilmember Councimember Councilmember (absent) (absent) The following staff members were also present: City Manager Patrick Stallings, Police Captain Steve Davis, Fire Chief Todd Gilcrease, Community Development Director Ladis Barr, City Attorney Alexis Allen, Director of Human Resources/Risk Manager Cindy Brown, Support Services Manager Christine Dykes, Seagoville Economic Development Director Kirk Clennan, and City Secretary Kandi Jackson. Presentation for Sergeant Donald Blasingame Police Captain Steve Davis presented Sergeant Citizens Public Comment Period- This portion of the meeting is to allow each: speaker up to six (6) minutes to address the council on items not posted on the current agenda. Council may not discuss these items but may respond withj factual data or policy information, or place the item on aj future agenda. Citizens wishing to speak on posted agenda items will be called upon at that time. Anyone wishing to speak shall submit a Speaker Request Form Donald Blasingame with a plaque ini recognition ofl his retirement. Mayor's Report - None to the City Secretary. None CONSENT AGENDA- The Consent Agenda contains items which are routine in nature and 1. Consider approving City Council Meeting minutes for May 15, 2017 and May 22, 2. Consider a resolution of the City Council of the City of Seagoville, Texas, approving the terms and conditions of the agreement of cooperation for CDBG/HOME/ESG programs with Dallas County, which is attached hereto and incorporated herein as will be acted upon in one motion. 2017 (City Secretary) Seagoville City Council Regular Session June 05, 2017 exhibit A, authorizing thel Mayor to execute said agreement, and, further authorizing the execution of any and all necessary documents with Dallas County for the submission of grant application(s) for the Community Development Block Grant Program; and providing an effective date (Ladis Barr) 3. Consider approval of Ordinance No. 11-17 amending Chapter 21, Article 21.02, Division 5, Electrical Code, Sections 21.02.251 and 21.02.252 to provide for the adoption of the National Electrical Code, 2017 Edition (Ladis Barr) Motion to approve = Magill, second by Howard; motion passed with all ayes. REGULAR AGENDA- 4. According to SEDC Bylaws, Article V, Functional Corporate Duties and Requirements, Section 1, Economic Development Plan and Program of Work & Section 2, Annual Corporate Budget, "the Board shall research, develop, prepare and submit to the City Council for its approval, a long-range plan for the economic development of the City of Seagoville. Annually, the Board will submit to the City Council a work plan, budget, assessment of the local economic development environment and an evaluation of past performance for the City Council's review and approval. At least sixty (60) days prior to the commencement of each fiscal year of the Corporation, the Board shall adopt a proposed budget ofe expected revenues and proposed expenditures for the next fiscal year. The budget shall not be effective until the same has been approved by the City Council." Direct staff concerning July 03, 2017 Council Meeting (City Secretary) Motion to reschedule meeting -Howard, second by Magill; motion passed with all ayes. 6. Conduct a public hearing to receive input in the development of the proposed project for the FY 2017 Dallas County Community Development Block Grant (Ladis Barr) Mayor Pro Tem Epps opened the public hearing at 7:57p.m. Mayor Pro Tem Epps closed the public hearing at 8:00 p.m. No citizen spoke for or against. 2 Seagoville City Council Regular Session June 05, ,2017 7. Discuss and consider approval of a Resolution approving the FY 2017 Community Development Block Grant ("CDBG") budget in the estimated amount of $206,670 for FY 2017 and $325,000 carry over funding from FY 2015 for an approximate total of $531,670 to be utilized for road rehabilitation in the Stafford Addition of the City of Seagoville, Dallas County, Texas, to wit: Bowers Road, Elmo Drive, Seago Drive, Moore Street, Netherland Drive and Stafford Drive (Ladis Barr) Motion to approve - Magill, second by Howard; motion passed with all ayes. 8. Receive Councilmember Reports/Items of Community Interest - as authorized by Section 551.0415 of the Texas Government Code. None 9. Future Agenda Items Council to provide direction to staff regarding future agenda items. These items will not be discussed and no action will be taken at this meeting.
