Gragaudle  MINUTES OF CITY COUNCIL WORK SESSION JANUARY23, 2023  The Work Session of the City Council of the City of Seagoville, Texas, was called to order at 6:30 p.m. on Monday, January 23, 2020, at City Hall, 702 N. Hwy 175,  Seagoville, Texas, with a quorum present, to wit:  Dennis Childress Harold Magill Jose Hernandez Rick Howard Mike Fruin Jon Epps  Mayor Mayor Pro Tem Councilmember Councilmember Councilmember  Councilmember Arrived at 6:49 p.m.  The following staff members were also present: City Manager Patrick Stallings, Police Chief Ray Calverley, Assistant Police Chief Steve Davis, Police Sergeant Karl, Bailey, City Attorney Courtney Goodman-Morris, Senior Planner Bill Medina, Building Inspector/Code Enforcement Supervisor Kailey Lampkin, Director of Health Mamata Bhandari, Director of Administrative Services Cindy Brown, and City Secretary Kandi  Jackson.  B. Receive a presentation concerning the transition of solid waste companies Director of Health Bhandari presented the transition process for solid waste  companies. Discuss and consider approving a Resolution of the City Council of the City of Seagoville, Texas, approving a Professional Services Agreement for Professional Engineering Services on a defined scope of services basis with Halff Associates, Inc. for the purpose of providing architectural and engineering services for the design and construction of a new Animal Shelter Building in an amount not to exceed $298,000.00; authorizing the City Manager to sign; providing a repealing clause; providing a severability clause; providing a savings Halff Associates, Inc. Vice President Derek Downs stated that this Resolution approves Professional Services Agreement for Professional Engineering Services on a defined scope of services basis with Halff Associates, Inc. for the purpose of providing architectural and engineering services for the design and construction ofa new. Animal Shelter Building in an amount not to exceed. $298,000.00. 3. Conduct a public hearing on a request amending the Comprehensive Zoning Ordinance and map of the City of Seagoville, Kaufman County, Texas, on a zoning change from Agriculture (AG) zoning district to the Local Retail (LR) zoning district on approximately 5.004 + acres described as being situated in the J.I Merchant Survey No. 335, Abstract 310, Kaufman County, Texas, located at the southeast corner of South US-175 and FM 1389, Seagoville, Kaufman City Manager Stallings stated that Item #3 is a public hearing that will occur during 4. Kaufman Street by Groves Electrical Services Inc. for compensation in an amount not to exceed Twenty Thousand. Kaufman St. for compensation in an amount not to exceed Sixteen Thousand Dollars and Zero Cents ($16,000.00); and providing an effective date City Manager Stallings stated that this Resolution approves and ratifies the Seagoville Economic Development Corporation project for V&K Construction, LLC, to construct a CMU Wall-Electrical Cabinet for electrical services for five suites at 101 N.
