Discuss and consider approving a Resolution of the City Council of the City of Seagoville, Texas, approving a Professional Services Agreement for Professional Engineering Services on a defined scope of services basis with Halff Associates, Inc. for the purpose of providing architectural and engineering services for the design and construction of a new Animal Shelter Building in an amount not to exceed $298,000.00; authorizing the City Manager to sign; providing a repealing clause; providing a severability clause; providing a savings Halff Associates, Inc. Vice President Derek Downs stated that this Resolution approves Professional Services Agreement for Professional Engineering Services on a defined scope of services basis with Halff Associates, Inc. for the purpose of providing architectural and engineering services for the design and construction ofa new. Conduct a public hearing on a request amending the Comprehensive Zoning Ordinance and map of the City of Seagoville, Kaufman County, Texas, on a zoning change from Agriculture (AG) zoning district to the Local Retail (LR) zoning district on approximately 5.004 + acres described as being situated in the J.I Merchant Survey No. 335, Abstract 310, Kaufman County, Texas, located at the southeast corner of South US-175 and FM 1389, Seagoville, Kaufman City Manager Stallings stated that Item #3 is a public hearing that will occur during 4.
