ITEM: 1. STAFF UPDATES. A. Dates to remember.  City Manager Graves briefed the City Council on the following items:  ITEM2. DISCUSSION OF AGENDAI ITEMS.  ITEM 2C. Following a City Councilmember inquiry, Finance Director Harvey explained in  detail the proposed budget adjustments. Questions and answers followed. Jean Landess. Mayor Childress led thel Pledge of Allegiance.  MAYOR'S REPORT. Mayor Childress thanked everyone for attending. CITIZENS PUBLIC COMMENT PERIOD (items on the agenda). No one spoke.  CONSENT AGENIDA.  Councilmember Ashmore made a motion, seconded by Councilmember Chambliss, to approve  Consent. Agenda Items 1Cand 2C. A vote was cast 5in favor, 0 against. 1C. Approve minutes for meetings held on December 15, 2014.  2C. Approve Ordinance No. 01-15 amending Ordinance No. 14-13 which adopted the operating budget for Fiscal Year 2014; providing amended: appropriations for the General Fund of the City; authorizing the City Manager to make adjustments; providing for the repeal of Ordinances in conflict; providing a severability clause; and providing an ITEM 3. Mayor Childress opened the public hearing at 7:04 p.m. to hear a request from D.R. Horton for a Specific Use Permit (SUP) to allow a temporary concrete batch plant on three vacant lots of land in the vicinity of the northeast corner of Lasater Road at its intersection with East Stark Road, Lots 6, 7 and 8, Block I of the Highland Meadows Addition, Phase IIA. No one spoke in favor or opposition of the request. Mayor Childress closed the public hearing at 7:04 ITEM 4. Councilmember Chambliss made a motion, seconded by Councimember Howard, to approve Ordinance No. 02-15 for a Specific Use Permit (SUP) to allow a temporary concrete batch plant on three vacant lots of land in the vicinity of the northeast corner of Lasater Road at its intersection with East Stark Road, Lots 6,7and 8, Block Iofthe Highland Meadows Addition, Phase IIA containing the following two special conditions: hours of operation Monday through Friday, 7:00 a.m. - 6:00 p.m., Saturdays, 7:00 a.m. - 5:00 p.m.; and an expiration date of ITEM 5. Following a discussion, Councilmember Chambliss made a motion, seconded by Mayor Pro Tem Lemond, to appointment Councilmember Ashmore and Councilmember Howard  effective date.  p.m.  February 28, 2015. A vote was cast 51 for, 0 against.  to the Finance Audit Committee. A vote was cast 51 for, 0 against.    ITEM 6. COUNCIMEMBER REPORTS.  Terri Ashmore commented on high school clothing drive for needy students and their families; students started al haberdashery; appreciate community coming together; many items collected but  still need more.  ITEM7. CITIZEN COMMENTS.  Craig Waggoner, 2500 E. Seagoville Road - commented on quality of water and the odor; Plano had similar issues under previous water restrictions; and the cause was determined to be the water  remained in lines too long. ITEM 8. FUTURE AGENDA ITEMS.  Bill Chambliss discuss creating a Historical Commission or Committee for the City; and discuss creating a Planning Committee, made up of citizens appointed by the city council, to  develop long term goals for the City.
