CITY COUNCIL WORKSHOP JANUARY31,2015 present, to wit: The City Council held a workshop on Saturday, January 31, 2015 at 8:30 a.m. with a quorum Dennis Childress Tommy Lemond Rick Howard Terri Ashmore Bill Chambliss Jon Epps Mayor Mayor Pro Tem Councilmember, absent Councilmember Councilmember Councilmember The following staff members were also present: City Manager Larry Graves, HR Director/Risk Manager Cindy Brown, City Attorney Bob Hager, Public Works Director Steve Miller (arrived ITEM 1. Discussed proposed amendments to Article 21.09, "Signs", of the Code of Ordinances including: contradictions in ordinance and issues within the community. Several specific sign Window Signs Revisited: Previously, the consensus of the City Council agreed no signage affixed to windows and all interior signs must be located at least ten (10) feet from the window, except signage that is required by State or Federal law to be posted on the front door and/or window of a business. Upon review, the City Council determined this was too restrictive. Discussion followed including: limit how many signs per window; keeping the same regulations as the current ordinance; for safety reasons, customer should be able to see cash register from outside; limit signage on doors to only what is required by law; signage of convenience stores VS. restaurants; and total of all windows VS. individual windows. Following the discussion, the consensus of the City Council agreed to allow a maximum of30% oftotal window surface with no more than 50% of any individual window covered; this pertains to each directional façade; doors remain free ofa all signage except what is required by law; and must have clear view of cash Bandit Signs: Discussion included: currently this type of signage prohibited; not a lot of signage options for individuals operating home based businesses; consider providing a specific place for this type of sign to be displayed; and established business VS. overnight pop up business. Following the discussion, the consensus of the City Council agreed to continue prohibiting bandit Political Signs: The consensus of the City Council agreed to keep political sign regulations the same as current ordinance and to provide for regulations outline in H.B. 259 approved by the Texas Legislature on or about June 14, 2013 providing for electioneering at polling locations. Temporary Signs: Discussion included: difference between a temporary sign that is portable VS. a banner; banner type temporary signs would be regulated under banners; consider prohibiting moveable portable signs with changeable letters; and blocking of sidewalks. Following the discussion, the consensus ofthe City Council agreed toj prohibit portable back-lit signs. 10:00 a.m.) and City Secretary Dara Crabtree. types were discussed including: register. signs with an exception to provide for non-profit youth sports associations. Directional Signs / Stake Signs: Discussion included: enter/exit signs VS. subdivision development signs; real estate / development signs currently addressed in stake signs. Following the discussion, the consensus of the City Council agreed to include in the ordinance the distance from the development. This distance will be determined with final adoption of ordinance. The sign ordinance workshop concluded; a recess was called at 10:08 a.m. Mayor Childress reconvened. the workshop at 10:23 a.m. ITEM 2. Discuss proposed street rehabilitation and water/sewer projects including: overview of bond sale and where currently at in the process; streets being proposed; joint projects with Dallas County (Type B projects); timeframe of Shady Lane and Catherine Lane project (must be done while school is out); sidewalk 50/50 program; consider tying Wodhaven/Parkhaven addition into Alto Road; consider constructing sidewalk from Villas to Walgreens (estimated cost $50,000asphalt or $70,000/concrete). Following a discussion, the consensus oft the City Council agreed to support the staffrecommenlations: tie Woodhayen/Parkhaven addition into Alto Road; and request the staff speak with the Villas' owner regarding participating in the 50/50 program to construct the sidewalk. Ift the owners should not wish to participate in the 50/50 program, the consensus oft the City Council agreed to use: funds from the fund balance to construct the sidewalk and the work would be done at thes same time the County does the work on Malloy Bridge Road. Public Works Director Miller discussed the proposed water /sewer projects including: rebuilding Seagoville Road to Woodhaven and to finish out Kleberg Road VS. Alto Road. The pros and cons were discussed as well the greater needs oft the projects to enhance current system. Following the discussion, the consensus of the City Council was to support both the Seagoville Road to Woodhaven project and to: finish out Kleberg Road.
