Giagondle MINUTES OF CITY COUNCIL WORKSHOP OCTOBER 30, 2018 The Regular Session of the City Council of the City of Seagoville, Texas was called to order at 6:30 p.m. on Tuesday, October 30, 2018, at City Hall, 702 N. Hwy 175, Seagoville, Texas with a quorum present, to wit: Dennis Childress Jon Epps Jose Hernandez Rick Howard Harold Magill Mike Fruin Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Councilmember Absent The following staff members were also present: City Manager Patrick Stallings, Community Development Director Ladis Barr, City Attorney Samantha Gowan, Director of Administrative Services Cindy Brown, and City Secretary Kandi Jackson. A. Discuss sign ordinance City Manager Stallings stated the Sign Ordinance is a work in progress. He also stated there are some issues with the current Sign Ordinance that make it difficult for new businesses that Community Development Director Barr stated the current Sign Ordinance is antiquated and does not meet current standards. Staff submitted changes to the City of Seagoville 's Sign Ordinance based on their review of neighboring City Ordinances. He asked for any questions Afier some discussion City Manager Stallings stated Staff used the Waxahachie Sign Ordinance and made necessary changes sO that it would work for the City of Seagoville. Councilmember Fruin stated there have been issues in the past concerning the size of signs. Community Development Director Barr explained the requirements on the size ofs signs that want a pole sign. or request for changes to be made to the Sign Ordinance. are allowed. Seagoville City Council Regular Session October 30, 2018 In response to a question by Councilmember Magill, Community Development Director Barr stated there are provisions for signs that overlap each other. Community Development Director Barr explained the monument sign requirements. City Attorney Gowan statedsome ofthings referenced in the new Supreme Court Rulings are: the insert under Banners, #11, #12, and #14, specific regulations for special events and name ofsigns. She stated it would be recommended to be content neutral as possible. Community Development Director Barr asked City Attorney Gowan ifshe couldsend recommendations as to the content to be put in the Sign Ordinance for these areas. City Attorney Gowan stated she would send recommendations. She also stated to use the State Guidelines concerning Political Signs. Mayor Pro Tem Epps asked if the Banner section could not be amended if it is sufficient. Community Development Director Barr stated he is asking for the City Attorney's recommendations concerning this section.
