ITEM 1. STAFF UPDATES. A. Dates to remember. City Manager Graves briefed the City Council on the following items: B. City Council agreed to conduct one meeting in December on December gth. C. Success of Student Government Day. D. Public Works Director Miller provided updated on various projects including: completion ofvarious street projects; waterline; sewer line and advised of several upcoming projects. E. Finance Director Harvey announced the City of Seagoville had been awarded the Outstanding Achievement Award for the Popular Annual Financial Report. This is the first time the City participated and received this award. ITEM2. DISCUSSION OF AGENDA ITEMS. No discussion. Student Government Day Mayor Alyssa Irvin presented the City Staff a Certificate of Appreciation for all theirefforts in making Student Government Day a successful event. Mayor Childress led the Pledge of Allegiance. MAYOR'S REPORT. Mayor Childress thanked everyone for attending and reported the graffiti ont the Seagoville Economic Development Corporation's property in old Downtown had been removed; there would be a Deployment Ceremony on November gth at noon for the 820th in Seagoville who will be deploying 180 soldiers; and the property at 305 W. Simonds Road had sold at auction and Environmental Attorney Daniel Ray, hired by the City Council, will contact CITIZENS! PUBLIC COMMENT PERIOD (items on the agenda). No one spoke. TCEQ to set up a proposed remediation schedule. CONSENT AGENDA. Councilmember Ashmore made a motion, seconded by Councilmember Chambliss, to approve Consent Agenda Items IC and 2C. A vote was cast 5 ini favor, 0 against. 1C. Approve minutes for meetings held on October 06, 2014. 2C. Approve Ordinance No. 29-14 adopting a Water Conservation plan and amending Chapter 19 of the Code of Ordinances, Article 19.07, Drought Contingency Plan, to provide for public education, public input and regional coordination concerning water conservation and drought contingency in the City of Seagoville; providing a repealing clause; providing a severability clause; providing a savings clause; providing for a penalty of fine not to exceed the sum of Two Thousand Dollars ($2,000.00) for each offense; providing for the disconnection of water service for noncompliance with the provisions of thel Drought Contingency Plan; and providing an effective date. ITEM3. Received presentation from Jason Hughes with First Southwest Company regarding the upcoming bond sale including: debt rating position; current "Al" credit rating by Moody's; issuance of Certificate of Obligations; and proposed timeline. Question and answers followed. ITEM 4. Councilmember Chambliss made a motion, seconded by Councilmember Ashmore, to approve Resolution No. 56-R-14 authorizing the City Manager to execute an Agreement with First Southwest Company as the City's Financial Advisor for the issuance and sale of debt obligations; providing for the repeal of any and all resolutions in conflict; providing for severability clause; and providing for an effective date. A vote was cast 4 for, 1 against (Epps). ITEM: 5. COUNCILMEMBER REPORTS. Terri Ashmore_ thanked Staff and Mayor for participation in Student Government Day; commented organizing school district feeder pattern wide can food drive; can sculpting competition amongst students; and will be accepting can food and pet food at the high school Bill Chambliss - commented on recent National Night Out; enjoyed the various neighborhood events and meeting the residents; and appreciate Staff's efforts in organizing the event. beginning October 27". ITEM 6. CITIZEN COMMENTS. Blanche Gattis, 1303 N. Kaufman Street - commented November 3rd through November 14th annual food drive for the food pantries in the community; encouraging everyone to participate and may need help with collecting the donated items; leaving the last Council meeting there were no lights on outside; concerns someone could have fallen, dangerous; and many pot holes around town.
