BOROUGH OF SEVEN FIELDS COUNCIL MEETING July gth, 2024 Council President Regan-Koch called the meeting to order at 6:30 pm in the Council Chambers of the Seven Fields Borough Municipal Office at 2200 Garden Drive, Seven Fields, PA 16046. ROLL CALL: Present: Council President Kimberly Regan-Koch, Council Vice President Servello, Council Member Lou Borghi, Council Member Morgan Hardesty, Council Member Jeffrey Smouse, Mayor Dean Galitsis, Manager Thomas B. Smith, Engineer John Balewski, Treasurer Elaine Comunale, and Solicitor Megan Turnbull, Esq. Absent: None Council President Regan-Koch began the meeting with the Pledge of Allegiance. Public Participation None Approval of Council Meeting Minutes for June 10th, 2024 Upon a motion made by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved the Meeting Minutes of the June 10th, 2024, Council Meeting Minutes as presented. Northern Regional Police Department Monthly Report Chief John Sicilia, Northern Regional Police Department, presented the June Report to Borough Council, noting there were 461 total calls, 10 citations, 11 warnings, and 1 commercial vehicle inspections. Treasurer's Report Treasurer Comunale referred Borough Council to the Accounts Payable List for June 2024. The General Fund total of $336,766.89 and Capital Reserve of $28,857.97 was reported. After review and upon a motion made by Council Member Borghi and a second made by Council' Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the June Accounts Payables List. 1 BOROUGH OF SEVEN FIELDS COUNCIL MEETING July gth, 2024 Fund Balances as of7-8-2024 General Fund Road Fund Liquid Fuels Total All Funds $1,612,602 $144,534 $216,708 $361,243 Available for Operating and/or Capital Expenses $1,414,042 Legal Issues Solicitor Turnbull forwarded a draft copy of proposed Ordinance No. 107 pertaining to domesticated and non- domesticated animals for Borough Council's review and comments for August 12th Council Meeting. Planning Issues resolved: Upon a motion by Council Member Hardesty and a second by Council Member Borghi, the following was RESOLVED: Borough Council approved payment for Contract #2023-03 to Shiloh int the amount of$ $108,535 for Seven Fields Town Park Pool Renovations. Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, thet following was resolved: RESOLVED: Borough Council approved payment in the amount of $71,167.03 to DiSalvatore Group, LLC ini the amount of $71,167.03 for Borough Building Storefront Assembly & Entrance Canopy. Seven Fields Animal Humane Officer Services-Len Simon Upon a motion by Council Member Hardesty and a second by Council Member Borghi, the following was resolved: animal traps. RESOLVED: Borough Council authorized services provided by Len Simon to set and retrieve 2023 Act 13 Marcellus Shale Grant Seven Fields received $13,503.58 for 2023 Act 131 Marcellus Shale Grant Funds, which is a $9,359.68 decrease from 2022. 2023 Municipal Recycling Program Performance Grant 904 (Application) Upon a motion by Council Vice President Servello and a second by Council Member Borghi, the following was resolved: 2 BOROUGH OF SEVEN FIELDS COUNCIL MEETING July gth, 2024 RESOLVED: Borough Council authorized the submittal oft the 2023 Municipal Recycling Program Performance Grant Application. The grant is based on the total recycling tonnage for the community. The Borough received $8,050.33 for the reporting year of 2022. Seven Fields Town Park/Community Center Security Cameras-Secure Technical Solutions Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, Council Member Smouse voted no, the following was resolved: RESOLVED: Borough Council approved the quote from Secure Technical Solutions, STS int the amount of $9,650 for 5 cameras to be added to the exterior oft the Community Center. Seven Fields Town Park Pool ADA Lift Chair Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, thet following was resolved: RESOLVED: Borough Council approved the quote from B&R Pool and Swim Shop in the amount of $5,820.00 to install new chair lift at the swimming pool, as required for ADA compliance. Seven Fields Traffic Calming-All Traffic Solutions Upon a motion by Council Member Borghi and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the quote provided by All Traffic Solutions in the amount of$ $3,400 for equipment management, reporting, image management, alerts, mapping, and premier care for the traffic calming sign obtained thru the ex-EC/SF Regional Police Department. Resolution No.2024-20 (Disposition of Borough Property) Upon a motion by Council Member Hardesty and seconded by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the disposal of an inoperable desktop printer. Seven Fields Public Works Department 3 BOROUGH OF SEVEN FIELDS COUNCIL MEETING July gth, 2024 Upon a motion by Council Member Hardesty and a second by Council Member Borghi, Council Member Smouse voted no, the following was resolved: RESOLVED: Borough Council authorized to increase Shawn Hildebrand, Public Works Supervisors hourly wage to $32.50. Upon a motion by Council Vice President Servello and a second by Council Member Borghi, Council Member Smouse voted no, the following was resolved: RESOLVED: Borough Council authorized re-hiring Sean Caughey as Public Works Laborer effective July 1st, 2024, with a 180-day probationary period. Motion was made to accept the implied resignation of John Garizas, Public Works Laborer, effective July 9, 2024. Council notes that his last day worked was July 1, 2024.
