CITIZEN'S INPUT None CONSENT AGENDA A. Consider approval of the July 16, 2012 City Council Minutes. Committee and consider an appointment to fill the vacancy. B. Consider and act upon the removal of a member of the Animal Shelter Oversight C. Consider and act upon Resolution NO. 21-R-12 to authorize the Mayor to sign an Interlocal Cooperation Contract with the Texas Department of Public Safety for the purchase of certain supplies. Council Member Landess seconded" the motion andi itp passed 5-0. Item B: Council Member Childress made a motion to remove Julie Wilson from the Committee and appoint Bettye Baker. Mayor Pro Tem Magill seconded the motion and it passed 5-0. INDIVIDUAL CONSIDERATION 1. Consider and act upon Resolution No. 22-R-12 accepting the proposed property tax rate fort fiscal year 2012-13 and the calculation of the effective tax rate. Mayor Pro Tem Magill made a motion to approve Resolution No. 22-R-12. Council 2. Consider and act upon Resolution NO. 23-R-12 ordering a Local Option Election to be held on November 6, 2012 for the purpose of submitting to the voters the following proposition: (1) Shall the City of Seagoville Permit the Legal Sale of Beer Member Landess seconded the motion and it passed 5-0. and Wine for Off-Premise Consumption Only. Council Member Day inquired as to whether the City Council has a choice in passing this Resolution. Mayor Pro Tem Magill stated that we were petitioned by the voters and state law requires us to call the election. After no further discussion, Council Member Childress made a motion to approve Resolution No. 23-R-12. Council Member Ashmore seconded 3. Conduct a public hearing, consider and act upon Ordinance No. 12-12, amending the comprehensive zoning ordinance by changing the zoning from Planned Development (PD) to Planned Development Revised-2 (PDR-2) to allow for an amendment to the development standards, Lot 3, Block A of the Best Westem/Seagoville Addition being approximately 1.0 acres located on the northeast the motion and it passed 5-0. side ofUS Highway 175 at Cain Street. Mayor Sexton opened the public hearing at 7:12 p.m. and closed the public hearing at 7:13 p.m. There was no public comment. Council Member Landess made a motion to approve Ordinance No. 12-12. Mayor Pro Tem Magill seconded the motion and it passed 5-0. CITIZEN COMMENTS James Sudduth addressed the Council regarding a Planning and Zoning item regarding heavy manufacturing. He encouraged the council to review the petition that the applicant will present. Leon Love at 704 E Farmers Road stated that he is for beer and wine sales in Seagoville to help with sales tax. John Player, 703 Shadybrook, stated that nothing good comes from drinking or selling alcohol and he is against it being in the city.
