BOROUGH OF GETTYSBURG  59 EAST HIGH STREET, GETTYSBURG, PA 17325 SPECIAL COUNCIL ORGANIZATION MEETING  JANUARY: 2, 2024 5:00 PM  Mayor Rita Frealing took the chair and gavel and called the Organization of Council meeting to order, with the following councilors present: Mr. Matthew Moon, Mrs. Judith Butterfield, Ms. Patricia Lawson, Mr. Christopher Berger, Mr. Chad Carr, Ms. Alisha Sanders, and Mr. Peter Bales. Staff! present included: Borough Manager Charles Gable; Borough Secretary Sara Stull; Borough Solicitor Harold Eastman, Barley Snyder; Police Chief Robert Glenny; Planning Director John Whitmore; Director of Historic and Environmental Preservation Debra English; Parking Manager Rebecca Fissel; and Planning Assistant Karen Mesher.  Others present include: Outgoing Council President Wesley Heyser, 226 North Stratton Street; Outgoing Councilman John Lawver, 524 McMillan Street; Brian Hodges, 137 Ridge Avenue and owner ofThe Brafferton Inn, 44 York Street; Scott English, owner ofThe Gettysburg Academy, 66-68 W. High Street; Linda Atiyeh, owner of The Upper Crust, 26 York Street; and Susan Naugle, 650 Red Patch Avenue. Representing the press was Jim Hale with the Gettysburg  Times; and filming by Community Media-ACCTV.  Special Presentations:  Mayor Frealing presented plaques with the "Key to the Borough" tot the outgoing Council President Wesley Heyser, and outgoing Councilman John Lawver for their dedication and many  years ofs service to the Borough ofGettysburg.  Qualification ofl Members  Mayor Frealing asks Borough Secretary Stull if each member-elect is qualified to serve Borough Secretary Sara Stull affirms that each member-elect is a qualified elector of Gettysburg Borough and has completed the Affidavit of Residency, and therefore is able to serve  on Gettysburg Borough Council and is a resident of Gettysburg Borough.  on the Gettysburg Borough Council. Election of Council President  Mayor Frealing will entertain a motion and a second to nominate and elect one of the Moved Ms. Lawson, seconded Mr. Carr to nominate Mr. Moon as Council President. Borough Secretary Stull took a roll call vote: YEA: Mr. Bales, Mr. Berger, Mrs. Butterfield, Mr. Carr, Ms. Lawson, Ms. Sanders, and Mr. Moon. The vote passed unanimously. We are here to support and advise these good people who work tirelessly to do the people's work. To our staff, manager, police, Madam Mayor, and chief, It thank you for the good  work you do.  The commonwealth charges us to make our decisions to defend and bolster the health, safety, and welfare oft the residents, citizens, and taxpayers. Iwill ask you all to also keep in mind as we continue to update and craft our ordinance that we must always look to sound practices that not only advance the interests of Gettysburg and its populace, but we must also look for every opportunity to protect our environment, water and air, expand accessibility, and always foster equity and fairness. We are planting trees whose shade we will not enjoy, SO think always about the Gettysburg oft the future, and balance it with the Gettysburg of now and the past. Gable, MPA as Borough Manager and Borough Treasurer and set the amount of Mr. Gable's bond at Two-Hundred Thousand ($200,000.00) Dollars with the Borough ofGettysburg to pay the premium for said bond, 2. Appoint Sara L. Stull as Borough Secretary and set the amount of Ms. Stull's bond at Two-Hundred Thousand ($200,000.00) Dollars with the Borough of Gettysburg to pay the premium for 3. Appoint Karen M. Mesher as Assistant Borough Secretary, 4. Appoint Sara L. Stull as Assistant Treasurer, 5. Appoint John Whitmore, AICP as the Director of Planning, Zoning, and Code Enforcement and as the Borough's Zoning Appoint Peter Griffioen as Code Compliance Officer, 7. Appoint Debra English as the Historic & Environmental Preservation Coordinator and MS4 Coordinator, 8. Appoint Robert Glenny, Jr. as Chief of] Police, 9.
