BOROUGH OF GETTYSBURG TROXELL COUNCIL CHAMBERS 59 EAST HIGH STREET, GEITYSBURG, PA 17325  COUNCIL SPECIAL MEETING MINUTES (INNER LOOP FUNDING) President Matthew Moon called the meeting to order at 6:30 PM with the following Councilors present: Vice-President Judith Butterfield, Ms. Patricia Lawson, Mr. Christopher Berger, Mr. Chad Carr, Ms. Alisha Sanders, and Mr. Peter Bales. Staff present included: Mayor Rita Frealing; Borough Manager Charles Gable; Borough Secretary Sara Stull; Borough Solicitor Harold Eastman, Barley Snyder; Planning Director John Whitmore; Public Works Director Robert Harbaugh, and Chad Clabaugh, Borough  FEBRUARY 26, 2024  Engineer, C.S. Davidson, Inc.  Others present included: Mike Malewicki, Chairman, Gettysburg Stormwater Authority; Brian Hodges, 137 Ridge Avenue and owner of The Brafferton Inn, 44 York Street; and Darlene Brown, 355 West High Street; Representing the press was Jim Hale  with the Gettysburg Times; and filming by Community. Media-ACCTV.  President Matthew Moon announced the purpose oft the special meeting is for the Borough Council to consider funding strategies for the Gettysburg Inner Loop (GIL). Moved Ms. Lawson, seconded Mr. Carr to approve the February 26, 2024  meeting agenda as presented. Motion carried unanimously. Current and Old Business  PBS 2020-04 GIL-] Phase B1/1 B2(A)/ B2(B) - Funding Strategies  Manager Gable gave an explanation and update of the grant applications history Chad Clabaugh, Borough Engineeradded that thej purpose tonight is tol keep with the project timeline and that Borough Council would need to authorize the bid  and the funding strategy (see attached).  advertisement at the next Council meeting.  Moved Ms. Lawson, seconded Mr. Carr authorizing the preparation of a resolution for consideration ofadoption by thel Borough Council for the authorization of a local match in the amount of $273,500.00 relative to the funding in connection with the construction and completion of certain infrastructure improvements for Phase B ofthe Gettysburg Inner Loop project.
