John Whitmore gave the following report: said that he plans to revise his report next year toi include some pre COVIDI historical data noting that with inflation going up, construction costs are higher and therel has been as slight decrease inj permits issued; and he attended the U.S. Department of Housing and Urban Development (HUD) meeting at the County Courthouse on March 28th to discuss housing needs, and HUD presented a $2 million check to Safel Housing Inc., which will also benefit the Borough that has about 200 structures identified for environmental hazards. Moved Mr. Carr seconded Mr. Berger to authorize the publication for intended enactment, at the May 13, 2024 monthly general business meeting of the Borough Council, ofaj proposed ordinance to be enacted for thej purpose ofa amending the text of the Gettysburg Borough Zoning Ordinance in order to add a Library" use, as a principal use of land and buildings, to be permitted by righti in thel INS-1 Institutional-1 Zoning District ofthe. Borough of Gettysburg. Motion carried unanimously. Councilman Carr said that he appreciates when the public comes to speak during the Council meetings, and noted that there are citizens that are unsure of the meetings and that they need tol be better informed. He said that the easiest way for the public to get information about all Borough Council meetings is to view the Borough website at wwwgetyspurgpagow He went on to address the public that commented about the library moving its location and pointed out that the Borough Council does not have any authority over the Adams County Library, the United Lutheran Seminary, or the housing shortage issues. He said that no one wants the library to leave the Borough and he hopes that it does not leave. President Matthew Moon added that citizens can sign up for electronic notifications from Councilwoman Lawson said that libraries have changed over the years and that they are not just for checking out books, but is a community center for people to use. She said that moving from the downtown area would be sad and suggested that there could be other options such as the Borough's website to be notified of meetings and the agendas. addressing the issue with legislative officials in Harrisburg. Councilwoman Butterfield said that she agrees with her colleagues and asked Solicitor Solicitor Eastman explained that the vote applies to the entire Institutional Zoning District and not just for the area involving the Adams County Library. He noted that the Borough is still keeping the library as a permitted use within the Old Town District, SO this would be expanding where a library is permitted. He said that all public notices were advertised as required under the Pennsylvania Municipalities Planning Code. Coordinator of Historic & Environmental Preservation Coordinator of Historic & Environmental Preservation English gave the following report: May is National Preservation Month and HARB plans to hold their Annual Historic Preservation Awards Ceremony on Wednesday, May 15th at 6:00 PM and all are welcome to attend; al Rain Barrel Workshop is scheduled for May 29th at 5:30PM whichy willl be freet tol Borough residents and a nominal fee to: non-residents; the Borough received the 2022 904 Recycling Grant int the amount of$8,498.86, and we are working with the Gettysburg Area School District to correct their recycling deficiencies. Moved Mr. Carr seconded Ms. Sanders to accept the recommendations of the Borough of Gettysburg Historic Architectural Review Board (HARB) following its review on March 20, 2024 and to grant Certificates of Appropriateness: for the following applications as presented: COA 24-0007 MAJOR PROJECT: 139 Carlisle Street - Annsan Partnership and KPITechnologies for the replacement oft the existing Lap and Hardie. Plank siding and trim with cementitious Borall Lap and Hardiel Plank Siding with ai fish scale design and Aztec trim to the front façade only, and to repair in-kind the gutters and downspouts as needed as presented in the application dated January 31, 2024; COA-230012 MAJOR PROJECT: 337 Carlisle Street, The Albaugh House - Gettysburg College for the proposed wholesale replacement of all windows to include the in-kind wood replacement of the front west façade windows, the south façade bay window, and maintain the diamond window pattern in the front dormers and that the remainder of the windows will be aluminum clad as presented in the application dated February 1, 2024; COA-240019 MAJOR PROJECT: 219 S. Washington Street - Adams County Historical Society for the demolition of the rear two-story barn and attached shed structures for safety reasons as attested by an engineer as presented in the application dated February 28, 2024. Motion carried unanimously. Moved Mr. Bales seconded Mr. Berger to accept the recommendation oft the! Borough of Gettysburg Historic Architectural Review Board (HARB) following its review on March 20, 2024 and deny a Certificate of Appropriateness for the following application as presented: COA-230081, MAJOR ROECT8-1.Nide Street-Made Clean LLC for the window and door replacement project as submitted in the application dated November 7, 2023, as reflected in the Notice of Violation (NOV) for window replacement work completed without permits, and for a lack of application representation at the March 20, 2024 HARB Meeting. Motion carried unanimously. Councilman Carr asked for an explanation as to why this project was denied. Coordinator of Historic & Environmental Preservation English responded that they did not have permits to perform the work in which they removed historic windows and replaced them with an item that HARB would not have approved. HARB is collaborating with the Council Business Meeting Minutes April8 8,2024 Page 3of10 contractor to make modifications that would meet HARB approval and be in compliance. HARB wanted to have this documented for their records because there was no representation at their meeting which was required by the notice of violation which they had received. Parking Department Parking Manager Fissel gave the following report: two oft thei three kiosk doors have been replaced at the parking garage with a: few minor issues to work out; there were 42 Local Privilege Parking (LPP) Permits issued for the month ofMarch, and 171 Reserved Parking spaces werei issued ini the parking garage for the month of March. Councilman Carr asked how many permits were received for the Bus Parking Pilot Parking Manager Fissel responded that there were. no permits issued to date. Program. Public Works Department Public Works Director Harbaugh gave the following report: the public works crew began spring street sweeping; they will plant thirteen trees for the Shade Tree Commission beginning April gth to April 19th, and the spring brush pickup is planned for May 20th through May 23rd. Borough Engineer Chad Clabaugh, Borough Engineer gave the following report: started the bidding phase in coordination with the Department of Conservation and Natural Resources for the C2P2 Grant and Adams County for the Community Development Block Grant; they are adjusting the grades for the temporary construction agreement regarding the Gettysburg College; and they are working with the neighboring property owners at 344 Baltimore Street for a temporary construction agreement sO that work can be done at the Gettysburg Borough Welcome Center property. Moved Ms. Sanders seconded Mr. Carr to authorize the preparation and entry intoa written agreement with Gettysburg College relative to its properties located at 30,38,48, 107, 100, and 110 North Washington Street for the purpose of obtaining temporary construction easements and rights of way for construction activities relative to proposed grade transitions in connection to work necessary to construct sidewalks, access entrances, and exits as part of the Gettysburg Inner Loop Phase B project. Moved Ms. Lawson seconded Mr. Carr to authorize the preparation and entry into a written agreement with Gettysburg Works, LLC. relative to real property located at 344 Baltimore Street for the purpose of obtaining a temporary construction easement, permanent easement agreement, and right of way for construction activities and work Council Business Meeting Minutes April 18,2024 Page 4of10 related to the Gettysburg Borough Welcome Center land development project. Motion carried unanimously. Moved Mr. Carr seconded Ms. Lawson to authorize the preparation and entry into: a written agreement with Alexander. Zaharias and JanetLucille Smith relative to real property located at 336 Baltimore Street for the purpose of obtaining a temporary construction easement and right of way for construction activities and work related to the Gettysburg Borough Welcome Center land development project. Motion carried unanimously. Police Department ChiefGlenny said that there isi not ai report from the co-responder. McKenzie Johnson since she was attending a training. He pointed out that all incidents reported were higher compared to March of2023, except that felonies and domestics incidents were down significantly. Moved Mr. Berger seconded Mr. Bales to authorize and provide notification to the Civil Service Commission of the Borough of Gettysburg to request the certification of an eligibility list, by the Civil Service Commission, for the position of entry-level patrol officer of the Gettysburg Borough Police Department. Motion carried unanimously. Office of the Mmge/raurserty Manager Gable gave the financial report as follows: the Borough currently has an approximate $700,000 deficit due to the Borough transferring $347,000 from General Fund to the Capital Reserve, and the American Rescue Plan Act (ARPA) Funds have not yet been transferred for salaries. The numbers willl begin toi reduce as property taxes are collected and the. ARPA! Funds are transferred; currently there is about $2.3 million in the General Fund, $436,000 in Capital Projects Fund, $276,000 in Debt Service Fund, $1.4 million in Capital Reserve Fund, $795,000 in Liquid Fuels Fund, $315,000 in the Revolving Loan Fund, $1.6 million in the ARPA Fund, and approximately $7.5: million in all Borough accounts. Manager Gable also reported that an accident occurred in East Zerfing Alley as you exit onto Baltimore Street where a delivery truck hit the fire escape pulling it from the building, and has been deemed unsafe by the Borough'st Uniform Construction Code Official; and therefore, that section of the alley will remain closed until it is safe for travel by both pedestrians and vehicles. Councilwoman Lawson asked ift they know who hit the fire escape. ChiefGlenny responded that it wasi notahit-and-run accident and that he could: not divulge Moved Ms. Sanders seconded Mr. Carr to approve alll bills and payrolls for the month any further information. as presented. Motion carried unanimously. Moved Ms. Lawson seconded Mr. Carr to award a contract to C.E. Williams and Sons Inc. as the lowest qualified responsible and responsive bidder for the rental of heavy construction vehicles and equipment as set forth in the Borough's specifications and instruction to bidders. Motion carried unanimously. Moved Mr. Bales seconded Mr. Carr to authorize the entry into an agreement with Cozen O'Connor Public Strategies for the provision of lobbying and public affairs support for grants and other funding strategies for Borough projects. Motion carried unanimously. Manager Gablei noted that the Gettysburg Storm Water Authority approved toi fund $2,000 to share the expense for this agreement, and that the Gettysburg Municipal Authority will discuss and vote at their upcoming meeting if they plan toj participate. Moved Ms. Lawson seconded Mr. Berger to adopt resolution # 040824-1 appointing Brian Hodges as an alternate member of the Gettysburg Code Enforcement Appeals Board for a three (3) year term of office expiring in March 2027. Motion carried unanimously. Moved Ms. Sanders seconded Mr. Carr to appoint Robin Fitzpatrick to the Board of the Gettysburg Area Recreation Authority for a five (5) year term of office expiring in May 2029. Moved Mr. Carr seconded Mr. Bales to adopt resolution #040824-2 appointing Caleb McClure as a member of the Gettysburg Borough Local Human Relations Commission for ai five (5) year term ofoffice expiring in April 2029. Moved Mr. Bales seconded Ms. Lawson to adopt resolution #040824-3 appointing Scott Hancock as an alternate member of the Gettysburg Borough Local Human Relations Commission for a three (3) year term of office expiring in April 2027. Reports Main Street Gettysburg Jill Sellers, President of Main Street Gettysburg (MSG) read the following report: Services Contract: Main Street Gettysburg is pleased to partner with the Borough, Stormwater Council Business Meeting Minutes April 8,2 2024 Page 6of10 Authority, and potentially Gettysburg Municipal Authority on government relations services for Borough projects; Volunteer of the Year: Main Street Gettysburg recognized Justin Harman as the 2023 Volunteer of the Year for Main Street Gettysburg. Main Street is fortunate to have an amazing cadre of volunteers; Gettysburg Welcome Center: on March 12, 2024, Congressman John Joyce, MD called to notify Main Street Gettysburg of the award ofal FY2024 Congressional Appropriation of $1,272,436 to build the Gettysburg Welcome Center and we continue to work through the process, including working with the Planning Commission, architects and engineers, utility providers, and neighboring properties; and Main Street Gettysburg will launch a fundraising campaign in May, focusing on the endowment fund for operations with a goal of$1 President Matthew Moon acknowledged the fine work that Jill Sellers, President ofMain Street Gettysburg, has done in securing the congressional appropriation grant to build the million. Gettysburg Welcome Center. Gettysburg Area Recreation Authority Councilman Carr gave the following report: the Adams County Farmers Market opening dayi is on Saturday, April 27th from 8 AMtol 1PM; and' Tuesday, April 23dis Pennsylvania Primary Voting Day with locations at the Gettysburg Fire Hall-WARD 1, Gettysburg Recreation Park- WARD: 3, and Gettysburg College Union Building is WARD2. Gettysburg Municipal Authority Councilman Berger gave the following report: voted unanimously to approve $225,000 for the Gettysburg Inner Loop Phase B2B infrastructure project; discussed the possibility of cost- sharing with the Borough and GBSWA for Public Strategist Cozen O'Conner and will discuss this funding further at their upcoming meeting; and the Interceptor Sewer Phase II Replacement Project is close to being placed for bid. Steinwehr Avenue Heart of Gettysburg Battlefield (SAHGB) Councilwoman Butterfield gave the following report: Jill Sellers, President of Main Street Gettysburg provided information for the long-term strategic plan meeting that was held on March 12th, Ms. Sellers is also helping the BID prepare a survey that will be hand delivered to the businesses on Steinwehr Avenue asking what they like or want to see in the future; Ms. Sellers also presented information about the Christmas Festival progress and its success in 2023; mentioned the Sekigahara, Japan meetings are progressing; the electronic device recycling is on April 20th, and the paper shred event will be on May 17th. Adams County Boroughs Association (ACBA) Mayor Frealing announced that the next meeting of ACBA is scheduled for Monday, April 20, 2024 and noted the time change to 6:30 PM. Warren Bladen, Director of the Adams County Department of] Emergency Services, will bei the speaker at the meeting; and they will begin Council Business Meeting Minutes April 8,2 2024 Page 7of10 to have round-table discussions and everyone is invited to attend to gather information on how other Boroughs and Townships do business. Adams County Council of Governments (COG) Councilwoman Butterfield gave the following report: she serves on the Collaboration Subcommittee for COG and said that they are devising a cybersecurity survey on how different businesses are addressing the issues of cybersecurity; and said that the next meeting of ACCOGis scheduled for Thursday, April 25th at 8:30AM at the Emergency Services Building. Health Adams Bicycle Pedestrian, Inc. (HABPI) Councilwoman Lawson gave the following report: HABPI met on April 2nd and they have updated their website www.habpi.com to provide upcoming rides and information on the work they are doing; they learned about aj project along Boyd School Road that plans to place solar panels, and because oft this they may be responsible for putting in a bike lane which would allow for pedestrians and bicyclists tol be near the Gettysburg High School area. Adams County Transportation Planning Organization (ACTPO) Councilwoman Butterfield announced that the next meeting of ACTPO is scheduled for Wednesday, April 24, 2024 from 1PM to 3PM at the Adams County Agricultural and Natural Resources Center, 670 Old Harrisburg Road, Gettysburg. They will be discussing the following updates: the Eisenhower Boulevard, the Adams Bicycle and Pedestrian Plan, the changes to the ACTPO Bylaws, and they will be discussing controlling outdoor advertising in regards to content, size location and number. Trail Feasibility Study Councilman Berger said that they have not met in several months. He spoke with Board Member Dennis Hickethier for an update and said that the Trail Feasibility Study was completed last year; but the National Park Service, who they arej partnered with, has not completed theirs study. Recycling Councilwoman Butterfield announced that the Adams County Arts Council held their annual Art Recycling Contest and that there were sixty-nine entries with sixth-grader Violet Bolitho named Best in Show. The sponsors for the event were Columbia Gas, Open Minds, Gettysburg Green Gathering andt the Borough hofGettysburg Recycling Committee. Thel Electronic Device Recycling Event is scheduled for Saturday, April 20, 2024 and the Paper Shred Event is scheduled for Friday, May 17, 2024. She encouraged people to preregister by contacting her at 717-337-0724 or hutericdrsbshumasow or through the Borough Website at wwwegetbyspurgpagoy Council Business Meeting Minutes April 8,2024 Page8of10 Elected Official's Comments Mayor Frealing reported that she attended the Pennsylvania Municipal League Summit in Harrisburg where they spoke about Senate Bill Number 37 that prohibits cell phone use while driving; and she heard about a Town and Gown Program that helps to improve relationships between the town and college; and plans to schedule a meeting with representatives in the near future to discuss these matters. Borough Council Members are invited to attend and she will inform them of the meeting date when finalized. Councilwoman Lawson complimented the people that were involved with the successful weekend ofthe second annual Ken Burns Gettysburg Film Festival including the Majestic Theater Staff, the Adams County Historical Society, Jake Boritt, Festival Director, and Susan Eisenhower who all were involved with the programs. She also wanted to address some oft the concerns noted during tonight's Public Hearing and said that Borough Council is trying to do its best to make the Borough a walkable town. There is parking available all around the library including the library parking lot, on-street parking spaces, the Borough parking lots behind the library, and the Racehorse Parking Garage. She said that she does not feel there is aj parking problem int town. Councilwoman Butterfield reported that @ Home in Adams County met on Monday, March 25th and Director Stacey Rice thanked thej people that wrote al letter of support for the grant application for the South Central Community Actions Program (SCCAP) submitted to the Gettysburg Foundation to help with the needs for affordable housing in Gettysburg. She noted that the Borough of Gettysburg also wrote a letter of support; and she attended the Garden Club meeting held on Monday, March 25th and thanked them for their work with the beautification of the flowers in the square. Councilman Carr said that there has been public comment regarding the planting and removal of trees and informed the public that if they have any concerns or questions that they should plan to attend the upcoming Shade Tree Commission meeting on April gth at 71 PM to be held in the Borough Council Chambers; and he has also received public comments from people that would like to have the Bus Parking Program placed back on the agenda. Councilman Moon thanked the many people that participated in the response to the house fire on West Middle Street which unfortunately someone had perished in the fire. The house was deemed unsafe and the streets were closed for several days until the building could be braced sO that the danger of debris falling into the street had passed. Public Comment Susan Cipperly, 314 North Stratton Street said that during a previous meeting she suggested that the Planning Commission meetings should be broadcast on Community Media TV during 2024 due to the many topics that will be occurring to include the Zoning Ordinance and Map Amendments, the Getty Station Redevelopment, and the Adams County Library Development. She feels that the Steering Committees fort thej planning and re-zoning efforts should be open to the public. Council Business Meeting Minutes April 8, 2024 Page9of10 Steven Voorhis, 201 North Washington Street commended Councilwoman Lawson for her comments promoting Gettysburg as a walkable town and that there is parking nearby for the library. Scott English, owner ofThe Gettysburg Academy, 66-68 West High Street agreed with Susan Cipperly regarding the importance ofhaving the Steering Committee meetings recorded SO that the property owners can have access to those meetings.
