The City Council led the Pledge of Allegiance. PRESENTATION/PROCLAMATIONIS) Mayor Sexton read a Proclamation recognizing Nellie Miller's 100th Birthday. 1A. Consider approval of the minutes of the June 3, 2010 Regular City Council CONSENT AGENDA Meeting Motion: Harold Magill made a MOTION Lee Landess SECONDED to approve, the Consent Agenda 1A as presented. VOTE: 5-A Ayes O-Nays City Council Regular Meeting Minutes June 17, 2010 Page 2 of4 Harold Magill requested a correction on Item 1B, stating the May 18, 2010 Minutes do not reflect that Marshall Green attended the May 18, 2010 Special City Council Meeting. The correction duly noted and entered into the record; Motion: Harold Magill made a MOTION and Brenda Thompson SECONDED to approve. Condsider Ordinance No. 09-10 Adopting a Water Conservation and DroughtContingency Plan Motion: Carl Polnac made a MOTION - Brenda Thompson SECONDED to approve Ordinance No. 09-10 as presented. VOTE: 5- Ayes O-Nays 3. Consider Resolution No. 25-10 Adopting a Memorandum of Agreement MOA) With the City of Dallas for Wholesate Treated Water... Motion: Brenda Thompson made a MOTION - Harold Magill SECONDED to approve Resolution No. 25-10 as presented. VOTE: 5- Ayes O-Nays 4. Consider Resolution No. 26--10 Authorizing City Council Supportf for Grant Funding through the Community-Oriented Policing Services FY 2010 COPS Hiring Recovery Program (CHRP). Joe Mitchell, 720 May Road addressed the Council to oppose Agenda Item No. 4 asking Council to closely consider in a tough budget year, this position will cost the City $65,000- $70,000 in year four (4) of the Grant. Police Chief Pat Stallings addressed the Council stating Resolution No. 26-10 was not an acceptance of the Grant, but that Council support by adopting a Resolution was part of the application process. The Grant will actually be issued sometime in September 2010 - at which time Council will have to adopt aF Resolution to accept the Grant. Council selected Option No. 1 and approved the slate of 16 applicants to two- year appointments to City Boards and Commissions. (See Attachment A) Motion: Harold Magill made a MOTION - Brenda Thompson SECONDED to approve Ordinance No. 09-10 as presented. VOTE: 5-A Ayes 0-Nays Council considered Option No. 3 By Minute Entry confirm an additionally nominee to the 2010 Charter Review Committee due Carl Polnac's appointee Leon Love resigning on June 3rd. Carl Polnac nominated Jose Hernandez. VOTE - 2 Ayes (Day and Polnac) 3-Nays (Thompson, Magill and Landess Nomination failed for a lack of a majority vote.
