Howard; motion passed with all ayes. 5/0 Mayor Childress opened the public hearing at 7:16p.m. Karl Boss of 2701 Old Farm Drive, Seagoville, Texas stated he feels the concrete batch plant is in danger of tipping over and taking out power lines. He stated he thinks it would be better Mark Leonard of 6331 Southwest Boulevard, Benbrook, Texas stated the plant was moved away from the power lines. He also stated they realized the power lines would be a problem ifit is moved to the south. sO they, found a better location. Discuss and consider a Resolution of the City of Seagoville, Texas, approving the implementation of the Traffic Control Program for residential streets and alleys utilizing traffic calming devices under the terms and conditions of the respective policy set forth therein, which is attached hereto and incorporated herein as Exhibit "A"; providing for the repeal of any and all Resolutions in conflict; providing for severability clause; and City Manager Stallings stated he asked.Junior Planner Bonner to present this item. Junior Planner. Bonner presented road humps and provided an example ofa speed cushion by Tree Top Products. She stated the examples can vary in size and are designed to handle emergency vehicles. She. stated the Resolution is for a Traffic Control Program. She statedt this is a basic program which the neighborhoods have toj petition and approach the City. The City isr required toj perform an engineering and traffic study. She stated all of the information from the engineering and traffic study is presented to the City Manager. The City Manager then provides that information to Council for a decision. She explained the cost share of the Inz response to a question by Mayor Pro Tem Epps, Junior Planner Bonner stated the Cityonly Mayor Pro Tem Epps asked if there was a timeframe concerning the traffic study. Junior At the request of City Manager Stallings, Junior Planner Bonner explained the cost share policy. She stated the neighbors share an actual percentage of the expense. It is based on an eighty-fifth (85) percentile ofspeedi in a certain. zone. She explained as the speed increases the City Manager Stallings stated speed bumps will cause damage to vehicles which will cause claims, sO Slafrecommends this option, He stated citizens have to pay within a certain time Motion to approve Agenda Item #8 - Hernandez, seconded by Magill.
