Regular meetings of the City Council are held the 1st and 3rd Mondays of each month, beginning at 7:30 p.m.; the City Council meets regularly iny work sessions at 6:30 p.m. on the same date as the regular meeting. The Seagoville City Hall and Council Chambers are wheelchair accessible. Special parking is available on the southeast side of City Hall and the building may be accessed by a sloped ramp from the parking area to the front area of the building. CONSENT AGENDA All items under this section are recommended for approval by a single motion of Council, without discussion. These items are considered routine or the Council has been briefed on these items at a previous work session and approval of the consent agenda authorizes the City Manager to implement each item. The Mayor will announce the agenda item and provide an opportunity for members of the City Council to request that an item be removed and considered separately. CONSENT ACTION ITEMS 1. October 17, 2011 Meeting Minutes ITEMS FOR INDIVIDUAL CONSIDERATION PUBLIC HEARING(S) To facilitate the speaker process, anyone wishing to speak before the Council during a Public Hearing will be required to fill out a Speaker Card and turn iti in to the City Secretary prior to the Public Hearing (cards are located at the entrance to the Council Chambers along with copies of the agenda). Speaker cards will be used to assure all testimony is attributed correctly in the record minutes. The Mayor will recognize speakers; he may impose a 3-minute time limit and may provide for rebuttal. All comments and testimony are to be presented from the podium. The City Secretary may be asked to use the 3 minute speaker-clock' for time-management purposes. PUBLIC HEARINGS NONE ACTION ITEMS 2. By Minute-Entry Consider Leticia Banuelos' Application to the Keep Seagoville Commission) (The City Council will consider Ms. Banuelos application by minute entry. By Minute Entry Nominate a Candidate to serve as the Suburban Cities Representative to the Dallas Central Appraisal District (DCAD) and Approve (Michael Hurtt of Desoto, and Paul Norman of Combine have been nominated to serve as the DCAD Suburban Cities Representatives. Council will agree upon a candidate, and adopt a resolution to vote for the selected nominee.) Resolution No. 64-11 Casting a City Ballot for the Same 4. Consider Resolution No. 63-11 Authorizing the Mayor to Sign the Attorney General's Chapter 59 Asset Forfeiture Report Reflecting the Police Department's State Asset Forfeiture Report from October 1, 2010 through (Chapter 59 of the Texas Code of Criminal Procedure requires local law enforcement agencies to report their State Asset Forfeiture Report to the City's Governing Body, and then to the Attorney General no later than 60 days after September: 30, 2011 the new fiscal year begins.) 5. Council Discussion on Texas Senate Bill 100 and the Federal Military Overseas Voter Empowerment Act (MOVE) (In September, Council was briefed on options for adjusting the May Uniform Election date as a result of the Federal MOVE Act. Council will resume their discussion with the City Attorney.) 6. Discuss City's Ethics Policy (Council and the City Attorney will discuss the City's Ethics Policy) CITIZEN COMMENTS Citizens Comments. (At this time, citizens may speak three (3) minutes each on any matter, other than personnel matters, or matters under litigation, on a "first come, first served" basis. Edwin Shields, Ruby Shields, and Texas Our Home Inc., (Council will take necessary action resulting from the executive session.) 9. The City Council shall convene into closed executive session pursuant to Section 551.074 of the Texas Government Code to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of (Council shall convene into open session to take any action as a result of the ap public officer, to wit the City Secretary executive session.)
