COUNTY OF DALLAS/COUNTY OF KAUFMAN CITY OF SEAGOVILLE CITY COUNCIL MINUTES CITY OF SEAGOVILLE The City Council of the City of Seagoville met in a Regular Meeting on Thursday, January 6, 2011 beginning at 7:30 p.m. in the Council Chambers of City Hall, 702 N. Highway 175, Seagoville, Texas, with the following members present: Mayor Mayor Pro Tem Council Member Council Member Council Member Council Member Sidney M. The City Council led the Pledge of Allegiance. PRESENTATION/PROCLAMATIONIS) No Presentations/Proclamations were scheduled.. There were no persons to speak before the Council. SPEAKERS CONSENT AGENDA 1. December 9, 2011 Meeting Minutes November 18, 2010 Meeting Minutes 2. Consider Resolution No. 01-11 to Approve Loan Star Libraries Contract 3. Consider Resolution No. 02-11 Authorizing the Mayor to Sign an Interlocal Agreement to participate in Tarrant County's Cooperative Purchasing for FY 10-11 Program City Council Regular Meeting Minutes January 20, 2011 Page2of3 Motion: Harold Magill made a MOTION Carl Polnac SECONDED to approve, Consent Agenda Items 1-3 as presented. Vote: 5Ayes and 0 Nays. ITEMS FOR INDIVIDUAL CONSIDERATION: PUBLIC HEARINGS ACTION ITEMS 4. Consider 2010 Charter Review Committee recommendations to Amend City Attorney Bob Hager presented recommendations to amend the City Charter as proposed by the 2010 Charter Review Committee. (See Attachment A) Following the presentation, the Council agreed to suspend the January 20, 2011 City Council Worksession and hold a joint meeting with the Charter Review Commission. Mayor Pro Tem Thompson has an excused absence for the January 20th meeting, and will forward her comments by e-mail to the City the City Charter Manager. Council Members also made the following comments: Polnac: City Attorney confirmed that case law has upheld requirement for City Manager to live in the City. Fire Chief and Police Chief may be required to Landess: City Manager residency requirement limits the field of candidates Magill: Must consider the impact on DFW area City Manager candidate(s) who are established in their current homes. Expressed concern about meeting deadline to put proposed Charter Amendments on the May 14, 2011 Ballot live within a certain response time 5. Discuss Formats for Town Hall Meetings During the October 7, 2010 City Council Meeting, Council discussed possible Formats for Town Hall Meetings. Tonight Council will continue its discussion on Town Hall Meeting formats. Council Member Day read comments contained in Attachment B into the Record. After hearing Council Member Day's proposal, all Council Members supported having up to two Council Members hold scheduled meetings in the City Council Chambers. The following comments after the statement was read. City Council Regular Meeting Minutes January 20, 2011 Page 3of3 Council Comments: Thompson: Town Hall Meetings are good for budget deliberations Questioned if there will be a good turn-out now that the City Manager has opened Sexton: Keep in mind that most citizens work in the afternoon. It will be a good idea to hold one meeting at 3 p.m., and then hold another meeting later in the day Magill: Recommended using citizen comments as part of the City Council Annual Planning Retreat. Also recommended setting down a list of rules and procedures Day: Council Members holding the meeting would be responsible for taking notes Staff Meetings to the citizens. forwarding the notes to the City Manager. CITIZEN COMMENTS None FUTURE AGENDA ITEMS Harold Magill requested a future agenda item to re-visit implementing a "non- smoking ordinance." Magill stated he had input from local business owners that more of their patrons did not smoke than those that did.
