Giagandle  MINUTES OF CITY COUNCIL WORK SESSION MARCH2, 2020  The Work Session of the City Council of the City of Seagoville, Texas was called to order at 6:30 p.m. on Monday, March 2, 2020, at City Hall, 702 N. Hwy 175,  Seagoville, Texas with a quorum present, to wit:  Dennis Childress Jon Epps Jose Hernandez Rick Howard Harold Magill Mike Fruin  Mayor Mayor Pro Tem Councilmember Councilmember Councilmember  Councilmember Arrived at 6:34 p.m.  The following staff members were also present: City Manager Patrick Stallings, Police Chief Ray Calverley, Community Development Director Ladis Barr, City Attorney Victoria Thomas, Finance Director Patrick Harvey, Director of Administrative Services  Cindy Brown, and City Secretary Kandi Jackson. Discuss and consider approving an Ordinance of the City of Seagoville, Texas, amending the Comprehensive Zoning Ordinance and Map of the City of Seagoville, Dallas County, Texas, as heretofore amended, by granting a change in zoning from Residential Single Family (R-5) to Plan Development-Keidenta Single Family-5 (PD-20-01) for approximately 29.25+ acres of land in the John D. Merchant Abstract 850, located southwest of East Farmers Road, between May Road and Alto Road, Seagoville, Dallas County, Texas, and being legally described in Exhibit "A" attached hereto and incorporated herein; providing for development regulations; providing for the approval of the concept plan, which is attached hereto and incorporated herein as Exhibit "B"; providing a repealing clause; providing a severability clause; providing a savings clause; providing a penalty fine not to exceed the sum ofTwo Thousand Dollars ($2,000.00) for each offense; and providing an effective date (Community Development Director) City.
