Gasoudle  MINUTES OF CITY COUNCIL REGULAR SESSION JULY 03, 2023  The Regular Session of the City Council of the City of Seagoville, Texas was called to order at 7:00 PM on Monday, July 03, 2023, at City Hall, 702 N. Hwy 175, Seagoville, Texas with  a quorum present, to wit:  Lackey Stepper Sebastian Mayor  Harold Magill Rick Howard Jose Hernandez Allen Grimes Jon Epps  Mayor Pro-Tem Councilmember Councilmember Councilmember Councilmember  The following staff members were also present: City Manager Patrick Stallings, Community Development Director Bill Medina, City Attorney Victoria Thomas, and Administrative Assistant  Casey Fillmore.  Invocation - The invocation was provided by Mayor. Pro-Tem Harold. Magill Pledge of Allegiance - The Pledge ofAllegiance was led by. Mayor Sebastian Routine Announcements, Recognitions, and Proclamations  Mayor's Report - None  Citizens Public Comment Period - This portion ofthe meeting is to allow each speaker up to: six (6) minutes to address the council on items not posted on the current agenda. Council may not discuss these items but may respond with factual data or policy information or place the item on afuture agenda. Citizens wishing to speak onj postedagenda items will be called upon at that time. Anyone wishing to speak shall submit a Speaker. Request Form to the City Secretary.  No one spoke. Conduct a public hearing to receive public comment regarding the levy of assessments in Improvement Area #1 of the Stonehaven Public Improvement District. (Kirk  McDaniel, P3 Works)  Mayor Sebastian opened the public hearing at 7:02 PM.  No one spoke for or against.  Mayor Sebastian closed the public hearing at 7:04 PM.  3. Discuss and consider approving a Resolution of the City Council of the City of Seagoville, Texas, approving a Reimbursement Agreement relating to the Stonehaven Motion to approve a Resolution of the City Council of the City of Seagoville, Texas, approving a Reimbursement Agreement relating to the Stonehaven Public Improvement District. - Magill, 4. Discuss and consider approving an Ordinance of the City of Seagoville, Texas, approving a Service and Assessment Plan and Assessment Roll for authorized improvements for the Stonehaven Public Improvement District (The "District"); making a finding of special benefit to certain property in The District; levying assessments against certain property within the District and establishing a lien on such property; providing for payment of the assessment in accordance with Chapter 372, Texas Local Government Code, as amended; providing for severability and providing an effective date. Discuss and consider approving a Resolution of the City Council of the City of Seagoville, Texas, appointing Assessments of the Southwest, Inc. as Special Assessment Collector for the year 2023; approving an agreement for Special Assessment Collector Services with Assessments of the Southwest, Inc. regarding the Stonehaven Public  Public Improvement District.
