Discussed proposed amendments to Article 21.09, "Signs", of the Code of Ordinances including: contradictions in ordinance and issues within the community. Several specific sign Pennants: being allowed in conjunction with special events; set time limit; become weathered and in disrepair when left up too long; challenge defining special event; concerns when used on multi-tenant properties; the more conditions outlined, the more staff time it will take to enforce; residents become acclimated to seeing versus non-residents it draws their attention. Following a discussion, the consensus of the City Council agreed to provide for pennants and all other promotional signage (i.e., banners, streamers, flags) excluding inflatables, twice (2) a year for a Multi-tenant Signs: various locations have more tenants than sign space; consider restricting one business name to panel; desire for uniformity in signs; consider no extending panels (cutouts); monument signs VS. pole signs; one multi-tenant sign per property; magnifying the address on the sign and name of building VS. tenant names; logo or trademark businesses VS. service businesses; consider a color scheme; consider maximum oft three (3) tenants listed on sign (landlord decides who will be listed); and concerns with regulating color (logos). Following a discussion, the consensus of the City Council agreed to provide for multi-tenant signs with sign uniformity; no cutouts (extended panels); panels allowed per the maximum allowable area square footage. Window Signs: maximum number per window coverage; consider doing away with window signs; no signs on windows or doors blocking view of cash register; eliminating window signs could cripple businesses; and interior signs VS. window signs. Following a discussion, the consensus ofthe City Council agreed no signage affixed to windows and alli interior signs must be located at least ten (10) feet from the window, except signage that is required by State or Federal Banners: considered the same as pennants and all other promotional signage excluding inflatables; consider allowing promotional signage four (4) times a year VS. the two (2) times previously agreed upon; pennants typically do not contain print VS. a banner contains print; banners less intrusive; and consider including exception for city sponsored events.
