Members Amoumcements - None CITIZEN COMMUNICATION FORUM: a Public Comments Donna Schulman, speaking as a citizen, voiced her, frustration with the process of the special election and the rejection of her application, for a place on the ballot for special Charles Rhoades, with the Seawall Commission, gave an update on the construction ofthe election toj fill a vacancy. for place 6. seawall on East Bay. PRESENTATIONS: HOT Tax Update, City by the Sea Museum Museum Director; Esmeralda Salinas. Salinas gave ai report ofwhat the museum, plans to. spends finds on in the future. City Manager's Update Presented by city Manager, Cynthia Raleigh. Raleigh gave updates on the following: Sewer plant upgrade, fire hydrants, smoke testing, website update, records management, map scanning, golf cart tags, gradeall repair, boom mower, Bethany Park Street repair, Police Department remodel, status of the caboose paint job, infrastructure funding, golf cart signage and map, sidewalk bids, Bethany Park drainage, generator at well #4, status ofmid-year budget report, street signs, and letter of resignation ofPalacios Auto and Towing. Raleigh recognized Counciimemberlany Glenn for his 27 years ofs service to thel Palacios Police Department, and Public Works Department. DISCUSSION AND ACTION ITEMS: 1. Minutes Discuss and approve the minutes ofthe) February 23, 2023 regular City Council Meeting. Coumcilmember Lewis made a motion to approve the minutes from the February 231d meeting. 2. Resolution No. 2023-R-11 Approving the City of Palacios to Join the Inter-cooperative Purchasing System (TIPS). Presented by City Manager; Cynthia Raleigh. Raleigh explained what TIPSis andi that it would cost the cifynothing to participate. Coucilmember Woolfmade a7 motion to accept. Resolution. No 2023-R-11. Seconded by Councilmember Glenn. Approve Performance Services as the Energy Services Company for the City of Palacios Discuss and take action to approve the selection of Performance Services Incorporated (PSI) as an ESCO for the City of Palacios and approve an investment Grade. Audit with Performance Services Inc. (PSI) in accordance with Texas Local Government Code 302.001 and' TIPS Contract #170103. Presented by City Manager; Cynthia Raleigh. Raleigh introduced Greg Smith with. Performance Services and he explained the process to Council. Coucilmember Trainor and Smith discussed increasedi revenue projection with newi meter" installation. Bridge Agreement with Volkert Engineering Discuss and take action to enter into an agreement with Volkert Engineering Design, Grant Application, Project Management and Construction Phase Services for the Humpback and Koontz bridge repair/ replacement projects. Presented by City Manager; Cynthia Raleigh, and Brock Crenek, Assistant Vice President of Volkert, Inc. Crenek showed a presentation explaining the condition of the two bridges. He explained the current condition of the bridges, their danger levels, cost of repair, and options for repairs. Crenek explained the process ofl hiring Volkert to apply for grants through TxDOT and what it would cost the city. Councilmember Glemn asked questions about the existing waterline attached, to the Koontz bridge. Councilmember Glenn made ai motion to hire Volkert Engineering' 's services for the cily. 5. Opioid Abatement Settlement Agreement Discuss and take action to agree to accept opioid abatement settlement trust fund payments as part of Senate Bill 1827 passed by the Texas Legislature in 2021. Presented by City Attorney, Anne Marie Odefey. City Attorney Odefey explained to Council what the settlement entailed and how the city would benefit by participating. Coumcilmember Glenn made a motion to accept the agreement. Coumcilmember Schulman 6. Appointment of Member to the Palacios Airport Board Review and consider applications to appoint new members oft the Airport Board. Presented by City Manager; Cynthia Raleigh. Raleigh discussed the lack ofactivity with the current. Airport Boardi within the last year" with the exception ofo one member attending the airport stakeholders meetings that have recently taken place. There werej five applications received for the board. Raleigh asked Council to appoint four newi members, allow them to rewrite the outdated, inconsistent bylavs for the board, and set the terms for the Mayor Gardner. Voting nay: Coucilmember Trainor. Joe Monk addressed Council regarding ordinances pertaining to the Airport Board, Council'srole inj forming the board, Mayor' 's role in assigning the Chair; and Monk's believedstatus as Chair of the board no longer valid withi the exit of Mayor Chau in May of2022. Monk. statedCouncil. should select 5 new members for the board andi not 4 with their terms only being, for one year; umtil the next mayoral election. Monk also asked Council wwhy there was a need for ai new Airport Advisory Boards since there are no current projects in place for the Airport. DISCUSSION AND ACTION ITEMS: (Cont.) 6. Mayor asked Council ift they agreed with Monk to choose 5 new members instead of4. Councilmember Glenn voiced his agreement with the need to improve the airport. Councilmember Schulman pointed out that each applicant expressed multiple needs for the airport on their applications. Mayor Gardner clarified that Monk would no longer serve on the. Airport Board, and there would now be. 5 applications accepted instead of4, with no need to vote on applications and all 5 being accepted. Names of applicants accepted are; Gabriel Gonzalez, Steven Johnson, James Moerbe, Gary George, and Charles Rhoades. Councilmember Lewis made a motion to accept the five applications. Councilmember Glenn seconded. Motion 7. YMCA Pool Contract Review and consider approving a contract with the YMCA to manage and maintain the Palacios Public Swimming Pool for the summer of2023. Presented. by City Manager; Cynthia Raleigh, and YMCA. Manager; Michelle. Morales. Morales discusseddetails ofthe contract with Council. Councilmember Trainor asked questions regarding the financial portion of the contract. Councilmember Glenn made ai motion to approve the YMCA pool contract. Seconded. by passed mmanimously.
