MINUTES March 18, 2023  SPECIALO CITY COUNCILI MEETING  A special City Council meeting was held by the City Council of the City ofl Palacios on March 18, 2023, at  5:00 p.m., in Council Chambers located at 311 Henderson, Palacios, Texas 77465. Mayor. Jim Gardner called the City Council meeting t0 order at. 5:00PM  CALLTOORDER  CERTIFICATION OF A QUORUM Mayor. Jim Gardner certified a quorum was, present. ATTENDANCE ROLLCALL Mayor, Jim Gardner, Present  Councilmember Place 6, Donna Schulman, Present Coumcilmember Place 5, Raylymn Samora, Present Councilmember, Place 4, Troy Lewis, Present Councilmember Place 3, Chip Woolf, Present Councilmember, Place 2, Sharon Trainor, Absent Councilmember Place 1, Larry Glenn, Absent CITY STAFF] INATTENDANCE: Amme Marie Odefey, City Atlorney Thomas A. Gwosdz, Assistant Cily Atlorney Tobie Bias, ChiefofPolice CITIZENCOMMUNICATION FORUM:  Mayor Gardner announced that no citizen had turned in a request to speak during the Citizen Commmication Forum. Mayor Gardner invited members oft the public to address the Council, and there  were no requests. Mayor" Gardner closed the Cilizen Commumication Forum.  CLOSEDEXECUTIVE SESSION:  Mayor Gardner" amnounced that, pursuant to Texas Govermment Code $551.071(2), Cily Council would recess into executive session to discuss ai matter in which the duly ofthe attorney to the govermmental. body under the Texas Disciplinary. Rules of Profèssional Conduct ofi the State BarofTexas clearlyconficis with  the Texas Open Meetings Act. City Council recessed at 5:02 pm. RICONVENETOOPEN REGULAR SESSION: Mayor Gardner reconvened City Council in open. session al 5:41 p.. DISCUSSION AND ACTION ITEMS:  1.  Ordinance No. 2023-0-08 repealing and vacating Ordinance No. 2023-0-04 only to the  extent that Ordinance No. 2023-0-04 ordered a special election on May 6, 2023 for City Councimember Position 6 and established certain procedures and timelines for such special election, and declaring an    effective date. Councilmember Woolf made a motion to approve Ordinance No. 2023-0-08; Councilmember Lewis seconded the motion. Mayor Gardner polled the votes, showing Coumcilmembers Woolf, Lewis, Samora, and Mayor Gardner voting "Aye," no Councilmember voting "No," Councilmember Shulman abstaining, and Coucilmembers Glen and Trainor being absent.  2.  Resolution No. 2023-R-150 ordering a special election on May 6, 2023 to fill a vacancy for  City Councilmember, Position 6, establishing certain procedures and timelines therefor, and declaring an effective date. Councilmember Lewis made a motion to approve Resolution No. 2023-R-15; Councilmember Samora seconded the motion. Motion, passed 4-0, Coucilmember Schulman abstaining,  and Councilmembers Glen and Trainor being absent.
