ITEM 10C. Codel Enforcement Officer Bazhaw provided al briefoverview of the current nuisance violations at 305 W. Simonds Road; Environmental Attorney Daniel Ray explained his role and  the process he will take to assist the City in abating the nuisance. ITEM 2. MIADANIGIETUPPATL  Finance Director Harvey provided an update on the FY 2013-2014 budget including: General Fund revenues and expenditures; Water/Sewer Fund revenues and expenditures; completed projects; sales tax revenues; and the Finance Department has achieved the Platinum designation  fort transparency from the State Comptroller. Discussion followed on the proposed Dallas ISD Home Rule School Charter including: recent informational meeting hosted by Dallas ISD at City Hall; lack of attendees (Easter weekend); changes allowed under Home Rule School Charter; number of economic disadvantaged students in district; desire for clarity on how change would benefit students; kids feel cheated out of education; standardized testing requirements; emphasis on college; lack of vocational trade classes; testing VS. curriculum; demographics of district; City of Dallas desire for control of Dallas ISD budget; teachers overwhelmed; money spent per student; one size does not fit all; want what is best for students; need for education system to be looked at from State level down; funding schools receive; not all students learn at the same rate or way; and the teacher's  effective date.  effective date.  effective date.  effective date.  305 W. Bill Chambliss - commented on recent meeting of the Street Committee; future Bond election to fix streets; anticipated amount would take to fix streets; economy last few years; city operating on  tight budget; and future infrastructure needs.    ITEM 14. CITIZEN COMMENTS.  Tanya Minnick, 2808 Dennis Circle - commented understood city need more money; street repairs needed in Robinhood neighborhood; where are tax dollars going; and must resolve. Barbara Nix, 2816 Dennis Circle - commented agreed with Tanya Minnick; got to get roads Juan Palomino, 2907 Wanda Way - commented on need for his street to be repaired; kids bump one end to the other; kids cannot ride their bicycles on the street; and please help. Manuel Rodriguez, 2706 Lynell - commented no dividers/reflectors on the street; accident waiting to happen; need to address safety concerns; we are the forgotten neighborhood; need city assistance; problem when it rains; potholes 1-3i inches deep; and dialogue in meeting. Jose Morano, 2904 Wanda Way commented lived at residence 40 years; city does not come through there; too narrow and dangerous; streets disappearing - Mexico better; please help us; Georgina Mariano, 2921 Wanda Way commented taxes pay not cheap; appreciate finding money; roads need fixing; want kids to be able to play; and cannot drive on streets. Jesus Ruiz, 2920 Wanda Way - commented lived there 13-14 years; doesn't remember last time street got fixed; rain washes away street; trash pick-up not consistent; and do not pick up all the Val Blair, 28061 Lynell - commented same complaint as others; asked if drive their neighborhood; want pot holes filled; understand situation; three men come out, only two men work and fill two  fixed; and even ifone road at at time.  and doesn't take much.  big trash.  holes and leave; and rain washes the fill away.
