Motion: Harold Magill made a MOTION Carl Polnac SECONDED to approve, Vote: 5Ayes and ONays. ITEMS FOR INDIVIDUAL CONSIDERATION: PUBLIC HEARINGS NONE ACTION ITEMS 7. City Council Discussion on Tax Increment Financing (TIFs) Councilmember Harold Magill who requested a discussion on TIFS opened the discussion by asking Council to consider moving the TIF designated for downtown to the industrial park. The downtown TIF has not been implemented. The City needs commercial development. TIF presents Larry Graves - Stated the City has a contract for $44,000.00 with Orasi to implement a TIF. One payment has been made on the contract. Brenda Thompson - Agreed it would be a good move to move the TIF to Lee Landess - Stated he understands the concept of TIFS, but wants an informational briefing on their structures, boundaries etc. Carl Polnac - Stated Council may' want to delay action until after the May All Councilmembers - Agreed to have the "experts" come back for a an opportunity to offer incentives. Ott made the following comments about the 90% indoor recycling Represent a $1 million investment Under 24-hour digital surveillance Built to City standards Concrete Landscaped 8. FUTURE AGENDA ITEMS Peggy Day requested a future agenda item to discuss metal recycling. Harold Magill asked staff to look into people driving the "wrong way" along the service road near Denny's Restaurant 9. EXECUTIVE SESSION The City Council shall convene into Closed Executive Session pursuant to the Texas Local Government Code, S 551.074, to deliberate the appointment, employment, evaluation, reassignment, or duties of a public officer; to-wit- City Manager. Council convened into Executive Session at 7:43 p.m. Council will re-convene into Regular Session to take any action resulting from the Council re-convened at 7:55 p.m. with Mayor Sexton stating the Council had identified an instrument and procedure to evaluate the City Manager.
