Mayor Childress led Mayor Childress stated a proclamation had been issued recognizing October as Domestic MAYOR'S REPORT. Mayor Childress reported the criteria for sounding the warning sirens: if at tornado warning has been issued and/or a tornado has touched town in our area or a neighboring city; winds in excess of 70 mph; hail larger than 1 % inches; and a confirmed nuclear chemical CITIZENS PUBLIC COMMENT PERIOD (items on the agenda). No one spoke. the Pledge of Allegiance. Violence. Awareness Month attack. CONSENT AGENDA. Councilmember Ashmore made a motion, seconded by Councilmember Howard, to approve Consent Agenda Items 1C through 7C. A vote was cast 5 in favor, 0 against. 1C. Approve minutes for meetings held on September 15,2014. 2C. Approve Ordinance No. 23-14 amending Chapter 21, Article 21.02, Division 10, Property Maintenance Code, Sections 21.02.501 through 21.02.504 to provide for the adoption of the International Property Maintenance Code, 2012 Edition, and top provide for the exceptions and amendments. 3C. Approve Ordinance No. 24-14 amending Chapter 15, "Public Ways and Places", Article 15.01, "Library", Division 2, "Library Advisory Board" by amending Section 15.01.044 "Meetings Generally: Quorum" to provide for voting by the Chairperson of the Library Advisory Board and to provide for action by a majority vote; and amending Article 15.02 "Parks and Recreation", Division 2, "Parks and Recreation Advisory Commission", Section 15.02.036, "Meetings Generally: Quorum" to provide for voting by the Chairperson of the Parks and Recreation Advisory Commission and to require a four vote majority for action to be taken. 4C. Approve Ordinance No. 25-14 amending Chapter 5, "Animal Control", Article 5.01 "General Provisions", by amending Section 5.01.003 "Animal Shelter Advisory Committee" to provide for voting by all members oft the committee and tor require a four vote majority for action to be taken. 5C. Approve Ordinance No. 26-14 amending Chapter 3, "Administration and Personnel", Article 3.04, "Boards, Commissions and Committees", Division 2, Planning and Zoning Commission", by amending Section 3.04.037 to provide for voting by the Chairperson of the Planning and Zoning Commission and to provide for action by a majority vote; and amending Division 3, "Keep Seagoville Beautiful Commission", Section 3.04.074, "Meetings, Quorum and Attendance; Rules of Procedure" to provide for voting by the Chairperson of the Keep Seagoville Beautiful Commission and require a four vote majority for action to be taken. 6C. Approve Ordinance No. 27-14 amending Chapter 21, "Building Regulations", Article 21.01, "General Provisions", Division 2, Administrative Provisions", by amending Section 21.01.057 "Procedure" to provide for voting by the Chairperson of the Board of Adjustments and to provide for action by a majority vote. 7C. Approve Ordinance No. 28-14 amending Chapter 25, "Zoning", Article 25.02, "Zoning Ordinance", Division 40, "Board of Adjustments", by amending Section 25.02.861 "Creation of Power and Duties", to provide for election of a Chairperson and Vice Chairperson; and to amend this section to provide for voting by the Chairperson of the Board of Adjustment and to provide for action byan majority vote. ITEM 8. COUNCILMEMBER REPORTS. Terri Ashmore commented on upcoming Student Government Day; her recent appointment by Dallas ISD Board Trustee Nancy Bingham to the Future Facilities Task Force; and her appointment will provide an opportunity for the City to have a voice on programs. Jon Epps - commented disappointed Seagofest parade cancelled due to rain. ITEMS 9. CITIZEN COMMENTS. Carroll Price, 711 Shadybrook Lane - commented was a senior citizen; disrepair of Malloy Bridge Road; senior citizens loss ofi independence when cannot drive; desire to improve Malloy Bridge to be safe walking environment from the Villas to and from Walmart; Star Transportation is not always available when want to go; this time in her life is about what she wants to do; consider a crosswalk light at Crestview; and remember that the seniors helped mold this city prior tol being seniors. Peggy Day, 615 Fran Street - thanked City Council and Staff for funding in the budget for the streets; dropped petition, no longer needed; and will work to promote the City and bring in new businesses.
